"I want to use one word to describe my learning experience during this period, which is' surprise '!" Hou Zhanghui, a lawyer at Zhonglun Law Firm, said at the closing symposium of the first training class of the 100 high-end foreign-related legal talent training program in Beijing. She said that being able to successfully be selected from strict selection and gain full rewards through three stages of learning is a double surprise. Since the release of the Action Plan for Building a Team of Foreigner Legal Talents in the Capital (2023-2025), more and more legal professionals in the capital have received this surprise. In September 2023, at the Third China International Service Trade Legal Forum, the Beijing Municipal Bureau of Justice released a "roadmap" for cultivating foreign-related legal talents. The plan is to cultivate 100 high-end foreign-related legal talents, including foreign-related lawyers, notaries, arbitrators, judicial appraisers, and civil servants in legal positions, over a period of three years. This will enable them to be familiar with domestic and foreign laws, have a global perspective, understand international rules, and be proficient in international business, providing intellectual support for the construction of foreign-related legal systems in the capital and serving enterprises in their "going global" efforts. Prior to this, the first training course of the Beijing Top 100 High end Foreigner Legal Talents Training Program, which the bureau collaborated with the University of International Business and Economics, had already begun. 33 foreign-related legal talents selected from industries such as lawyers, notarization, arbitration, and judicial appraisal participated in a two-month professional training program. The Beijing Municipal Bureau of Justice has clearly proposed to build this project into a "model project" for conducting foreign-related talent training in the field of judicial administration in Beijing and a "Beijing business card" for cultivating foreign-related talents in the field of judicial administration nationwide. "We have formulated the 'Training Plan for 100 High end Foreigner Legal Talents in Beijing', which clarifies the guiding ideology, training objectives, organizational leadership, funding support, and other contents. We have also made a detailed plan for the training work. At the same time, we have organized relevant departments and industry associations to establish a special team to be responsible for the specific promotion of the project objectives." said the relevant person in charge of the Lawyers' Office of the Beijing Judicial Bureau. According to the person in charge of the Beijing Lawyers Association, who participated in the selection of lawyer trainees throughout the process, the selection process takes into account political qualities, age structure, professional background, knowledge level, and other aspects comprehensively. In addition to possessing strong political qualities, excellent English listening and speaking abilities, and more than 10 years of experience in foreign-related legal services, it is also necessary to fully consider the growth patterns of foreign-related lawyers, taking into account both large and medium-sized excellent foreign-related law firms and small and medium-sized specialized law firms, so that outstanding talents can have equal opportunities for competition. "We closely cooperate with the University of International Business and Economics to organize centralized training for students in three stages: on campus learning, domestic practice, and Singapore study visits. According to the person in charge of the Lawyers' Office of the Beijing Judicial Bureau, during the centralized teaching stage, the training class invites scholars and professors from the fields of law, economics and trade, as well as senior judges and corporate executives in the field of foreign-related rule of law from home and abroad. Various teaching forms are adopted, such as sharing of practical experts and group discussions."; During the inspection period in the Guangdong Hong Kong Macao Greater Bay Area, the students visited multiple enterprises and had exchanges and discussions with staff from courts, law firms, arbitration, notarization, and judicial appraisal institutions; During the visiting study period in Singapore, students experience the impact of economic and social changes on the legal industry from different perspectives, and learn about the foreign-related legal services of enterprises
