2024-01-29

The Secretary and Director of the Party Committee of the China Aging Science Research Center, Gao Chengyun, recently held the 2024 National Civil Affairs Work Conference, emphasizing the need to improve the level of social governance on population aging. Population aging is a major issue that must be faced in the process of promoting Chinese path to modernization. China has entered an aging society, and it is predicted that the two peaks of population aging in the future will highly coincide with the time nodes of the "two-step" strategic goals planned by the 20th National Congress of the Communist Party of China. By 2035, China will enter a stage of severe aging; By 2050, the elderly dependency ratio will reach a new high. Therefore, we should accept, adapt to and embrace the aging society, accelerate the improvement of social governance of population aging, and support and serve Chinese path to modernization with the modernization of social governance of population aging. One is to adhere to systematic governance. Give full play to the role of the deliberative and coordinating bodies of the aging committees at all levels, strengthen the effective fulfillment of the functions of comprehensive coordination, supervision and guidance, and organization to promote the development of the aging cause by the aging office, avoid acting independently, and make the aging response move from single response to comprehensive response, from scattered response to overall response, and from passive response to active response. Adhere to forward-looking thinking, global planning, strategic layout, and overall promotion, comprehensively consider the relationship between the elderly population and all members of society, the relationship between the elderly and the entire life cycle, the relationship between aging policies and public policy systems, and coordinate institutional arrangements such as economic security, service security, spiritual care, and role play for the elderly. Population aging is a comprehensive issue that involves various aspects such as politics, economy, culture, society, and ecological civilization. It is necessary to strengthen collaborative governance and promote the implementation of strategies that are closely related to the National Strategy for Actively Responding to Population Aging, the Healthy China Strategy, and the Long Term Population Development Strategy, in conjunction with parallel strategies such as regional development strategy, rural revitalization strategy, and urbanization strategy, Forming mutual support and promoting progress among strategies. The second is to optimize resource allocation. The aging population has formed a huge elderly population in a short period of time, generating a huge demand for elderly care resources. However, from the current perspective, the supply of elderly care resources is single, the supply capacity is limited, the supply quality is not high, and the supply-demand contradiction is still quite prominent. To promote social governance of aging population, we need to concentrate our efforts on promoting a better combination of effective markets and promising governments, promoting effective integration of supply and demand of elderly care resources, and ensuring fairness, efficiency, and convenience in resource allocation. Intensify efforts to promote the integration of elderly care resources, reduce redundant construction, promote regional and urban-rural integration of elderly care service resources, promote the sinking of elderly care service resources, and promote the gathering of high-quality service resources around the elderly, their homes, and their surroundings to increase accessibility. At the same time, it is necessary to have a correct understanding of the sharing of reform and development achievements among the elderly from the perspective of labor, value, distribution, and accumulation. The elderly are not a hindrance to economic development, but a driving force behind it; The elderly are not a burden or burden on society, but a valuable asset of society; Elderly people do not divide the labor achievements of adults and employees, but enjoy the value and wealth created by their labor during adulthood. According to the Law on the Protection of the Rights and Interests of the Elderly in China, the elderly have the right to receive material assistance from the state and society
