Social media operations, online education trainers, freelance writers and translators, and online live streamers can all be included in the category of gig workers. It can be clearly seen that gig work creates a flexible employment space, which can provide relief for short-term unemployed groups, accept flexible employment groups, and also potentially provide young people with the possibility of "alternative employment methods". As of the end of 2021, the number of flexible employment personnel in China has reached 200 million. There are also research reports indicating that the proportion of flexible employment in first tier cities in China has reached 25.6%. It is difficult to accurately describe how many "traditional" gigs such as domestic services and building maintenance are included in this number, and how many young workers with higher education are employed. However, based on the recent emergence of gig market construction information in various regions, new gigs are forming a trend, and may even change young people's understanding of what "work" means - the definition that work requires a fixed place, fixed organization, and long-term planning. The next step for policy makers is to follow up on the protection of rights and interests based on the new image of gig workers, and provide development expectations based on various protection mechanisms. It is generally believed that protecting gig workers mainly refers to improving the social security system, just like covering the social security system for delivery drivers and couriers. This is undoubtedly a fundamental project, but for the characteristics of the new gig workers, it is definitely not enough. On this basis, three guarantees should also be considered: first, establish mediation and arbitration mechanisms. When disputes arise between gig workers and employers, effective mediation and arbitration mechanisms are needed to resolve them. The civil affairs department can establish relevant mediation committees or arbitration institutions to provide fair and just solutions for both parties. The second is to strengthen supervision and law enforcement efforts. For employers or practitioners who violate laws and regulations, supervision and law enforcement efforts should be strengthened, and illegal behavior should be severely punished. The deterrent effect of blacklists should be established to protect the rights and interests of gig workers in every micro case. In addition, based on the characteristics of the new gig workers, it is also possible to promote the construction of industry unions, encourage enterprises or practitioners in the gig industry to establish self-discipline organizations or unions, and protect the rights and interests of practitioners through self-management and collective bargaining.
