The record for the coldest and hottest in the country has been broken, what can we do?

Recently, the latest news released by the National Climate Center stated that in 2023, the national average temperature was 10.7 ℃, which is 0.8 ℃ higher than usual and the highest since 1961. Meanwhile, in 2023, both the coldest and hottest records in China have been broken. The interim report on global climate conditions released by the World Meteorological Organization states that 2023 is the hottest year on record, with global average temperatures 1.4 ℃ higher than pre industrial levels. The global sea level rise and the degree of retreat of the Antarctic ice sheet have both reached new highs. In December 2023, the 28th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP28) concluded in the United Arab Emirates. According to the provisions of the Paris Agreement, COP28 has completed the first global inventory, comprehensively evaluating the progress made by countries in mitigating climate change goals, and has been hailed as a milestone meeting by domestic and foreign media. COP28 ultimately reached the UAE Consensus and for the first time included "transitioning away from fossil fuels" in the document. Zhou Dadi, member of the National Climate Change Expert Committee and former director of the Energy Research Institute of the National Development and Reform Commission, analyzed to China Newsweek that in the era of "transformation and decarbonization", China cannot replicate the old path of developed countries transitioning to natural gas before developing new energy. Instead, it should take a new path of "establishing before breaking down, and orderly reducing carbon emissions". Domestic renewable energy has developed well in terms of production capacity and technological means, and the biggest problem that urgently needs to be solved is how the power system can quickly adapt to the needs of low-carbon development. "The power system is like a car driver with many years of experience who suddenly needs to fly a plane," said Zhou Dadi. The imperfect but necessary multilateral process ended on December 13, 2023 in Dubai, United Arab Emirates, after being postponed for one day. Before the deadline for negotiations scheduled for December 12th, representatives from participating countries were unable to reach a consensus on the wording related to fossil fuels. That evening, representatives from various countries engaged in intense negotiations on the final text. In the end, the consensus of "transforming away from fossil fuels" was born, which was also the first time the COP consensus document mentioned the term "fossil fuels". Sultan Jabir, Minister of Industry and Advanced Technology of the United Arab Emirates and Chairman of COP28, stated after the meeting that the UAE Consensus (hereinafter referred to as the Consensus) has pressed the starting button for gradually ending the fossil fuel era. As a deep participant in multiple United Nations climate change conferences, Zou Ji, CEO of the Energy Foundation and President of China, told China Newsweek that the Consensus, as a global political resolution, has further deployed in implementing national independent contributions (NDC) and urged countries to comprehensively update their NDC at COP30 held in Brazil in 2030. Zhou Dadi stated that the importance of COP28 lies in upholding the basic principle of the Paris Agreement's goal of achieving a 1.5 ℃ temperature rise, and strengthening the overall direction of energy transformation. Zou Ji stated that every COP will not be absent from the heated debate on wording, and this debate is based on the scientific foundation presented in multiple IPCC reports. Since the first conclusion of the United Nations Framework Convention on Climate Change in 1992, several major issues related to climate change, including mitigation, adaptation
