Strengthen the management of medical documents to ensure that medical certificates are no longer distorted

In order to further strengthen the management of medical certificates and medical documents (hereinafter referred to as "medical documents"), standardize the issuance of medical documents by medical institutions, and improve the quality of medical documents, the National Health Commission recently issued a notice on further strengthening the management of medical certificates and medical documents, proposing unified requirements for strengthening the management of medical documents within medical institutions. The Notice includes improving the management system for medical documents, unifying the content of medical document issuance, standardizing the behavior of medical document issuance, strengthening the management of medical document verification, and consolidating the responsibility for medical document issuance. Currently, medical documents have become an indispensable necessity for the public. For example, when registering or canceling household registration for family members, the first step is to check the relevant medical documents; Hospitalization due to illness requires a discharge certificate and medical diagnosis and treatment certificate in order to take leave, reimburse expenses, and enjoy relevant benefits and care. When an individual is unable to fulfill their legal responsibilities and obligations due to illness, medical documents can serve as a basis for interpretation and even evidence for litigation. If applicants do not provide their health certificates in a timely manner, they may lose their employment opportunities. Birth medical certificate, diagnosis certificate, sick leave certificate, disease certificate, health certificate, death certificate, physical examination certificate, etc. are all closely related to learning, work, and life. However, in recent years, distorted medical certificates have caused many troubles and even brought many harms to society. For example, it is common to hear about online purchase of sick leave certificates, reimbursement of medical expenses through online purchase of disease diagnosis certificates and medical records, finding someone to replace and obtain false health certificates during onboarding medical examinations, seeking medical leave certificates from acquaintances and doctors, and hospitals issuing relevant certificates without diagnosis and treatment. The recent exposure of multiple cases involving medical personnel involved in the sale of birth medical certificates has further pushed the chaos of medical certificate management to the forefront of public opinion. In fact, there are already regulations on how to manage and issue medical documents. For example, Article 31 of the Regulations on the Management of Medical Institutions stipulates that medical institutions are not allowed to issue certificates such as disease diagnosis certificates, health certificates, or death certificates without the personal examination of physicians; A birth certificate or stillbirth report shall not be issued without the personal delivery by a physician or midwife. Article 24 of the Physician Law stipulates that physicians who sign relevant medical certification documents must personally diagnose and investigate, and shall not conceal, forge, tamper with or destroy medical documents without authorization; No false or unrelated medical certification documents shall be issued. But these principled regulations lack a certain degree of operability. At present, in China, except for clear regulations on birth medical certificates, resident death medical certificates (inference), occupational disease diagnosis certificates, etc., there are no unified management regulations or requirements for other medical documents, which is not conducive to the standardized issuance and use of medical documents. The release of this notice aims to systematically fill the gaps in medical document management, making the issuance and use of all medical documents more systematic and subject to clear and detailed supervision. Returning medical documents to reality is a systematic project that requires the participation of multiple parties. In addition to strengthening internal management and implementing all the contents of the Notice in detail, medical institutions should also strengthen the crackdown and treatment of behaviors such as the production and sale of fake medical documents
