The Chief Executive of the Hong Kong Special Administrative Region, Li Jiachao, met with the media before attending the Executive Council on the 16th and stated that when relevant departments are ready with the overall plan, the legislative work of Article 23 of the Basic Law of Hong Kong should be carried out as soon as possible. Li Jiachao said that Hong Kong society has a strong awareness of legislating to maintain national security. Having experienced different risks and harms faced by national security threats, everyone believes that there must be laws and enforcement mechanisms to ensure that these risks do not occur again in Hong Kong. Li Jiachao believes that risks to national security exist daily, and the international situation is constantly changing, with some hostile forces still eyeing them. The earlier legislation is completed, the earlier Hong Kong will be exempt from this threat. A safe environment is the key to investing and living in peace and contentment. When meeting with the media, Li Jiachao also stated that Hong Kong will hold a series of large-scale international financial activities this year to consolidate its position as an international financial center. The SAR government will make every effort to promote and organize international conferences, as well as other major sports, cultural and other events, to promote Hong Kong's grand economy, revitalize consumer and economic activities such as retail, food, tourism, and entertainment, leverage the benefits of these events, create development opportunities, and stimulate consumer motivation. Li Jiachao stated that Hong Kong residents and mainland residents are actively traveling between Hong Kong and the mainland, which is a result of promoting integration over the years and will also be a norm.
