Boycott illegal off campus training and crack down on three major "black competitions"

2024-01-12

The four departments have issued a warm reminder to prevent safety issues in extracurricular training, boycott illegal extracurricular training, and crack down on the three major "black competitions". As the winter vacation approaches, in order to protect the safety and health of students and parents, today, four departments including the Supervision Department of Extracurricular Education and Training of the Ministry of Education, the Criminal Investigation Bureau of the Ministry of Public Security, the Fire Supervision Department of the National Fire Rescue Bureau, and the Secretariat of the China Consumers Association jointly issued a warm reminder on preventing safety issues in extracurricular training. The "Tip" includes five points in total - first, consciously resist non compliant extracurricular training. During winter vacation, off campus training institutions are not allowed to organize disciplinary training in violation of regulations. Violation of regulations in training to evade supervision not only makes it difficult to ensure the quality of training, but also poses numerous safety hazards, endangering the personal and property safety of students and parents. We urge students and parents to jointly resist illegal training and various forms of inducement and advertising to avoid being deceived. 2、 Resolutely crack down on illegal "black competitions". Masters Tournament (DSS), Hope Cup (XWB), and China Cup (HBS) are all illegal "black competitions" held. All competition results are prohibited from being used as admission criteria and exam bonus items for primary and secondary school students. Spreading rumors of winning awards in competitions, aiding in further education, selling anxiety, and illegally accumulating wealth by illegal elements are serious violations of laws and regulations. The education department will work with relevant departments to crack down severely. 3、 Be vigilant against financial security risks. Students and parents who participate in non disciplinary training should choose courses, pay fees, refund fees, and file complaints through the national unified "Off campus Training Parent App". The one-time payment should not exceed 3 months or 60 class hours, and the upper limit of 5000 yuan. A "Contract for Extracurricular Training Services for Primary and Secondary School Students (Demonstration Text)" should be signed to effectively avoid risks such as "difficulty in refunding" and "running away with the payment". 4、 Strictly prevent telecom network fraud. Some illegal elements induce students and parents to add QQ accounts or join QQ groups by forging government documents or using the name of training institutions, and carry out telecommunications network fraud under the pretext of refunds for off campus training. To this end, we would like to remind students and parents that the formal refund process generally involves returning the original payment to the individual's payment account. Any refund with additional conditions for purchasing goods or paying fees is considered fraud! If you have any questions, you can call 110 or the relevant training institution's supervisory department for verification and assistance in a timely manner. 5、 Participate in social supervision together. Students and parents are welcome to pay attention to the potential risks in training venues, facility configuration, fire safety, qualification of employees and other aspects. They can provide clues to violations and violations through the State Council's "Internet plus Supervision", the official website of the Ministry of Education, the "China Education Supervision" WeChat official account and local complaint reporting channels. If there are consumer disputes related to illegal collection and refund of fees, damage or malfunction of fire-fighting facilities and equipment, locking of safety exits, occupation and blockage of evacuation routes, inadequate fire extinguishing and emergency evacuation plans, etc., complaints can also be reported to the local consumer association organization and the 12345 citizen hotline.
