Hong Kong Chief Secretary for Administration Chen Kwok kee visits the Greater Bay Area

On the morning of January 8th, the Secretary for Administration of the Hong Kong Special Administrative Region, Chen Guoji, arrived in Guangzhou to embark on a visit to mainland cities in the Guangdong Hong Kong Macao Greater Bay Area. In the morning, Chen Guoji visited the Guangzhou National Laboratory to learn about the laboratory's breakthroughs in respiratory diseases and their prevention and control; And visit the Guangdong Hong Kong Macao Greater Bay Area High Performance Medical Device Innovation Center to understand the achievements of the center in enhancing its independent research and development capabilities and industrialization level of high-precision and cutting-edge medical devices. During the visit, he also exchanged views with Professor Zhong Nanshan, an academician of the CAE Member, and other local innovation personnel on the cooperation between Hong Kong and the mainland in medical innovation. Chen Guoji said that according to the 2023 Global Innovation Index, the "Shenzhen Hong Kong Guangzhou" technology cluster has been ranked second globally for four consecutive years, indicating the unlimited potential for technological innovation development in the three regions. The Hong Kong Special Administrative Region (SAR) government will continue to expand basic research in life and health technology, and develop Hong Kong into a hub for medical innovation according to last year's Policy Address, strengthen cooperation in the Greater Bay Area, including establishing an "International Clinical Trial Institute for the Greater Bay Area" in the Hetao Shenzhen Hong Kong Science and Technology Innovation Cooperation Zone, supporting innovative applications of advanced biopharmaceutical technologies, and attracting more local and domestic pharmaceutical enterprises to conduct research and clinical trials in Hong Kong. In the afternoon, Chen Guoji and Cheng Fubo, member of the Standing Committee of the Guangdong Provincial Party Committee, Minister of the Organization Department of the Provincial Party Committee, and Director of the Talent Work Leading Group Office of the Provincial Party Committee, attended the signing ceremony of the Framework Agreement on Promoting Guangdong Hong Kong Talent Cooperation. They jointly witnessed Li Huanchun, Director of the Hong Kong and Macao Affairs Office of the Guangdong Provincial People's Government, and Sun Yuhan, Director of the Labor and Welfare Bureau, representing the governments of Guangdong and Hong Kong respectively, sign the agreement and establish a "Guangdong Hong Kong Talent Cooperation Coordination Mechanism". Chen Guoji and Cheng Fubo immediately co chaired the first meeting under the mechanism, with the theme of "jointly building a talent highland and promoting integrated development". Other attending officials of the SAR government include Sun Yuhan, Deputy Secretary for Innovation, Technology and Industry Zhang Manli, as well as representatives from the Labour and Welfare Bureau and its subsidiary Hong Kong Talent Services Office (Talent Office), Innovation, Technology and Industry Bureau and its subsidiary Innovation and Technology Department and Education Bureau. At the meeting, officials from the Guangdong Hong Kong government briefly introduced the progress of the two regions in building a high-level talent highland in the Greater Bay Area, and exchanged views on promoting the deep integration of talent development in the Greater Bay Area. Chen Guoji pointed out that as the most cutting-edge and highly open international city in the country, Hong Kong has the conditions and advantages to play the role of an international talent hub and a talent gateway for the Greater Bay Area, gathering the international outstanding talents needed for the development of the Greater Bay Area. Over the past year, the SAR government has implemented the policy measures of "grabbing and retaining talents" and achieved significant results, including through the newly established "High end Talent Passport Program" and optimized various existing talent entry plans. Over 220000 applications were received throughout the year, of which over 130000 have been approved so far, and about 90000 talents have arrived in Hong Kong. Chen Guoji stated that the Special Administrative Region Government established a physical office for the Talent Office in October last year. One of its key tasks is to promote activities such as talent exchange, training, seminars, and project coordination in the Greater Bay Area. The Talent Office will hold the "Global Talent Summit and Guangdong Hong Kong Macao Greater Bay Area Talent High Quality Development Conference" in May this year, showcasing Hong Kong's unique advantages in relying on the motherland and connecting with the world under the "One Country, Two Systems" policy, and promoting regional development
