Guangzhou: Relaxing Access Restrictions in 13 Service Industries

Recently, in order to further enhance the global gathering and radiation capabilities of high-end resource elements in Guangzhou, the "Several Measures to Optimize the Foreign Investment Environment and Increase the Attraction of Foreign Investment in Guangzhou" has been officially issued and implemented. Twelve policy measures have been proposed from the aspects of high-quality attraction and utilization of foreign investment, high-level protection of the legitimate rights and interests of foreign-invested enterprises, and innovative mechanisms for promoting foreign investment, continuously enhancing the confidence and expectations of foreign investment in Guangzhou. Adhering to the principle of putting industry first and establishing a city with manufacturing, Guangzhou will increase the utilization of foreign investment in advanced manufacturing, strategic emerging industries, modern service industries, and other industries, promote the agglomeration of foreign investment into the real economy, and build an international first-class advanced manufacturing cluster and a modern service economy center with global influence. Based on the comprehensive pilot program for expanding the opening up of the national service industry, Guangzhou will safely and orderly relax access restrictions in areas such as technology services, professional services, wholesale and retail services, business services, logistics and transportation services, resident services, education services, financial services, health and medical services, power and energy services, telecommunications services, cultural services, legal services, etc. Guangzhou will provide more development platforms for foreign investment, such as actively introducing major foreign investment projects in the construction of important carriers such as Nansha Bay, Qingsheng Hub, and Nansha Hub Pilot Zone. Strengthen the advantages of foreign investment aggregation on key open platforms such as the China Singapore Guangzhou Knowledge City, Guangzhou Artificial Intelligence and Digital Economy Pilot Zone, International Financial City, Tianhe Central Business District, and Guangzhou Airport Economic Zone. Guangzhou will also optimize the overall layout of the international consumption center city, encourage foreign-invested enterprises to deeply participate in the construction of landmark commercial complexes and key commercial districts, and actively invest in consumer areas such as housing improvement, new energy vehicles, characteristic cultural and commercial tourism, and elderly care services through technological innovation, product updates, and scene optimization. Intensify the attraction of foreign investment, not only to let foreign investors see the opportunities in Guangzhou, but also to create a good business environment for them, so that they can invest with peace of mind, confidence, and willingness. In this regard, the document clearly states that it is necessary to ensure the national treatment of foreign-invested enterprises, implement the Government Procurement Law, carry out special inspections to ensure the fair participation of business entities in government procurement activities in accordance with requirements, and accept and fairly handle inquiries and complaints from foreign-invested enterprises regarding government procurement in accordance with the law. To ensure that foreign-invested enterprises are legally and equally eligible to apply the various policies supporting the development of enterprises in this city. Each district government and relevant department shall not exclude or discriminate against foreign-invested enterprises and their products and services, and shall not allow foreign-invested enterprises to enjoy additional conditions set by policies. From January to October 2023, Guangzhou established 5150 new foreign-funded enterprises, an increase of 83.1%; The actual foreign investment in high-tech industries accounted for more than half of the city's total, with a year-on-year increase of 44.4%, of which the high-tech service industry increased by 93.8%.
