2024-01-04

"I've been tired of staying in Hong Kong for three years due to the pandemic, and customs clearance has given us more options to visit mainland China." On December 25th last year, which was the Christmas holiday in Hong Kong, Emily and her friends came to the Luohu Port early to clear customs. She, who goes to Shenzhen almost every week to play, was also startled by the long queue of "going north" on that day. 2023 marks the 20th anniversary of the implementation of the "Individual Hong Kong and Macao Free Travel" initiative. With the transition of epidemic prevention and control, on January 8, 2023, multiple ports in mainland China and Hong Kong began to orderly resume normal personnel exchanges in stages. Over the past year, the trend of "Hong Kong people heading north" has formed a wave with the comprehensive resumption of customs clearance in both regions. The affordable and high-quality consumption in mainland China has given Hong Kong people a small shock, with an average of over 4 million Hong Kong people traveling to the mainland every month, bringing huge consumption power; In the past year, the landing of "Macau cars heading north" and "Hong Kong cars heading north" has enabled ordinary residents in both regions to "step on the accelerator" to Guangdong. The new process of "Guangdong cars heading south" has also given Guangdong people new hope for driving to Hong Kong and Macao. The flow of people between cities in the Greater Bay Area has become more smooth, and economic and social integration has also been continuously deepened; Over the past year, Hong Kong's "talent grabbing" policy has attracted 81000 applications, and "Gaocai Tong" seems to have opened up a talent treasure trove for the Greater Bay Area, allowing more and more talents from around the world to join the team of 80 million people, continuously strengthening the high-level talent highland of the Greater Bay Area; Over the past year, the Hetao Shenzhen Hong Kong Science and Technology Innovation Cooperation Zone has pressed the "acceleration button", and the Shenzhen Park has become a new platform to attract the development of Hong Kong people's innovation and technology. The Shenzhen branch of the Science Park has opened, and Hong Kong enterprises have successively settled in, allowing innovation and technology personnel in the Greater Bay Area to have more anticipation for cross-border collaborative innovation between Guangdong and Hong Kong. A series of "two-way trips" from within the Greater Bay Area will continue to unfold. Interconnection continues to accelerate. 2023 is the year when Hong Kong and mainland China fully resume customs clearance after the transition of epidemic prevention and control. Over the past year, the governments of Guangdong, Hong Kong, and Macao have taken the initiative to accelerate the "hard connectivity" of infrastructure, continuously improve the "soft connectivity" of rules and mechanisms, deepen the connection of rules and mechanisms, and facilitate the flow of various factors. On January 5th last year, the Comprehensive Group of the Joint Prevention and Control Mechanism of the State Council issued a notice on optimizing measures for personnel exchanges between the mainland and Hong Kong and Macao, announcing that starting from January 8th last year, multiple ports between the mainland and Hong Kong will resume normal personnel exchanges in a phased and orderly manner. Afterwards, Guangdong and Hong Kong embarked on a two-way journey from top to bottom. As the Chief Executive of the Hong Kong Special Administrative Region, Li Jiachao has been tirelessly leading government delegations to visit multiple cities in Guangdong since the resumption of customs clearance. In order to strengthen high-level cooperation among cities in the Greater Bay Area, the current SAR government has also established a "Supervision Group for Integrating into the National Development Strategy". The comprehensive resumption of customs clearance between the two regions has also driven the enthusiasm of Hong Kong people to go north. A series of favorable transportation policies have been introduced one after another, facilitating the exchange of people in the Greater Bay Area. High speed trains have become a more efficient mode of transportation between mainland China and Hong Kong. On January 15th last year, the railway department resumed the operation of cross-border trains on the Guangzhou Shenzhen Hong Kong high-speed railway from Futian to West Kowloon in stages. Starting from midnight on April 1st last year, the long-distance service of the Hong Kong section of the Guangzhou Shenzhen Hong Kong high-speed railway was fully restored, and gradually increased to include stations such as Dongguan Station, Huizhou North Station, Heyuan East Station, and Zhanjiang West Station
