This year, standing at a new historical starting point, Hong Kong has unleashed strong momentum for governance and development. The national security defense line continues to strengthen, the governance capacity of the SAR government has been improved, Hong Kong's high-quality development is vibrant, and the happiness of its citizens is steadily increasing. On December 10, 2023, the 7th District Council Election of the Hong Kong Special Administrative Region was successfully held to improve regional governance and enhance governance efficiency. This is the first district council election in the Hong Kong Special Administrative Region after the reshaping of the district council system. It is another important practice to fully implement the "patriot governing Hong Kong" policy and focus on improving the level of governance. It injects strong momentum into the Hong Kong Special Administrative Region to improve regional governance, enhance services for the people, and further strengthen the foundation of governance and social development. The Hong Kong Special Administrative Region is reshaping the system of district councils and promoting them to return to the correct track stipulated by the Basic Law. Under the new system, district councils can effectively play a positive role of "consultation and assistance" under the direct leadership and coordination of the SAR government, thereby bridging the "last mile" of regional governance, strengthening administrative leadership, improving governance efficiency, responding to public concerns, and promoting good governance. To help the new district council better fulfill their duties and responsibilities, the SAR government has organized a regional governance training course for incoming district councilors and released the "Guidelines for the Performance Supervision System of District Councillors" and the revised "District Council Standing Orders" template. "We want the district council to return to its original aspiration of seeking the well-being of the citizens, set a good example of patriotism and love for Hong Kong with concrete actions, and promote the steady and better progress of Hong Kong's governance and development." The re elected Kwai Tsing district councilor, Guo Furong, deeply feels the heavy responsibility on her shoulders. This year, the SAR government has been committed to establishing and improving governance systems in different fields, with significant results. The Regional Governance Leadership Committee, chaired by the Secretary for Home Affairs, Chan Kwok kee, has formulated specific strategic guidelines for five issues of general concern to the public, including expanding after-school care, caring for the elderly, creating a clean street market, improving public security, and improving pedestrian facilities. The Regional Governance Task Force, chaired by the Deputy Secretary for Administration, has clarified the implementation details and timetable for the above five issues and is making every effort to promote their implementation. Chen Guoji stated that after the new district councilors take office, their primary task is to collect public opinion within the district and assist the SAR government in formulating the advantages and disadvantages of various services in accordance with the five priority work areas proposed by the Regional Governance Leadership Committee, and entrust them to the "Regional Service and Care Team" for implementation. April 15th this year is the third National Security Education Day for all after the implementation of the National Security Law in Hong Kong. For the first time in the 18 districts of Hong Kong, national security education activities were held simultaneously, with many citizens leaving their homes to participate in various educational and entertainment activities. The latest survey shows that over 80% of citizens believe that Hong Kong has become safer after the implementation of the National Security Law.
