Not long ago, the Central Cyberspace Administration decided to launch a one month "Clean and Clear Network Anger Rectification" special action nationwide, focusing on key areas where network anger is prone to breed. Focusing on key platform types such as social media, short videos, and live broadcasts, we will resolutely crack down on seven issues such as malicious defamation and rumor attacks, fabricating online slang, malicious memes, and inciting extreme emotions online. The implementation of this series of measures has effectively curbed the spread of online violence, helped to improve the institutional mechanisms for preventing and controlling online violence, better protected the legitimate rights and interests of netizens, and maintained a good online ecosystem. Society needs order, citizens need conscience, and the internet needs clarity. Compared to the real world, cyberspace has the characteristics of concealment and virtualization, which can easily make some people lose their sense of boundaries and responsibility in their words and actions, and release irrational emotions without restraint. For example, in the "new vest" of online violence such as the "online toilet", some people directly share photos or online comments of others, triggering aggressive speech; Some people use "unboxing and hanging people" to publicly disclose someone else's personal information online, in order to achieve the purpose of threatening, humiliating, or retaliating. Frequently "insulting" and "tearing each other apart", stigmatizing specific groups, and maliciously insulting and reporting others in an organized manner... The online anger arises in virtual space, but the harm to the vast number of netizens and the trampling on social civilization are real; If the online violence is not contained, everyone and every institution in the cyberspace may become victims. Building a rational and civilized online environment requires a sharp sword to hang high and effective rectification. In the recently released Guiding Opinions on Punishing Cyber Violence and Crimes in accordance with the Law and Typical Cases, behaviors such as "insulting others online" and "purchasing and publishing personal information through information networks" were punished in accordance with the law, forming a good warning effect. It should also be noted that some words and actions that are filled with online violence are not yet considered crimes. Due to the large number of participants and high law enforcement costs, this special operation can identify problems and loopholes, and improve governance mechanisms. Only by persistently striking hard, concentrating on closing a group of serious violations and negative impact account groups, resolutely cracking down on a group of malicious and problematic functional sections, rigorously investigating and punishing a group of websites and platforms that fail to fulfill their responsibilities and commit crimes against the wind, making malicious attackers pay the price, and letting platforms that indulge in violence take responsibility, can effective deterrence be formed and clear guidance be established. Further consolidating the main responsibility of website platforms, abandoning the "toxic traffic" that leads to wars, incites opposition, and creates panic, is necessary to create a good environment for the long-term healthy development of the platform and create a clean and positive online atmosphere.
