The second Guangdong Pilot Free Trade Zone Linkage Development Zone High Quality Development Cooperation and Exchange Event was held in Zhanjiang from the 13th to the 14th. The activity released the first batch of 28 institutional innovation cases in the linked development zone. Since the establishment of the Guangdong Pilot Free Trade Zone Joint Development Zone for one and a half years, it has accumulated innovative efficiency and expanded the depth of opening up in a larger scope, wider fields, and deeper levels, achieving certain results. In the first three quarters of this year, the total import and export volume of the linked development zones in the province reached 420.44 billion yuan, with an actual utilization of foreign investment of 5.44 billion US dollars and the establishment of 84800 new enterprises. The overall implementation rate of the first batch of replication and promotion items list reached 74.12%. The linkage development zone also actively carries out innovative exploration outside the list of replication and promotion items. Based on the principles of innovation, integration, replicability, and promotability, the Guangdong Provincial Department of Commerce and other departments and research institutions jointly selected the top ranked institutional innovation cases. Among them, there are 13 areas for investment facilitation, 5 areas for trade facilitation, 6 areas for legal protection, 3 areas for financial innovation, and 1 area for talent services. This selection is jointly conducted by the Provincial Department of Commerce (Free Trade Office), the Provincial Department of Justice, the Department of Human Resources and Social Security, the Department of Natural Resources, the Department of Housing and Urban Rural Development, the Market Supervision Bureau, the Local Financial Supervision Bureau and other provincial departments, as well as the Guangdong Branch of the General Administration of Customs, the Guangdong Provincial Taxation Bureau, the Guangdong Maritime Safety Bureau, the Guangdong Provincial Branch of the People's Bank of China and other directly stationed units in Guangdong, the Provincial Court, the Provincial Procuratorate and other judicial organs, as well as the Qianhai Innovation Research Institute Hengqin Innovation and Development Research Institute and other free trade zone research institutions jointly carry out the project. The Deputy Director of the Department of Commerce of Guangdong Province, Shuangde Hui, stated at the exchange meeting that the linkage development zone is still in its early stages, and we need to break the mindset, adhere to institutional innovation, and continue to promote innovation in industries, enterprises, and development. The Guangzhou, Shenzhen, and Zhuhai Joint Development Zone should take exploration and practice as the direction of efforts, and focus on building it as a leading reserve area for the expansion of the free trade pilot zone; Foshan, Dongguan, Zhongshan, Huizhou and other Pearl River Delta linked development zones should focus on industrial synergy and become platform functional areas for local expansion of opening up to the outside world; Shantou, Zhanjiang, Shaoguan and other Guangdong East Northwest linkage development zones should focus on optimizing the business environment and creating a leading area for integration into the Guangdong Hong Kong Macao Greater Bay Area. We need to promote the faster and better integration of linked development zones into the "dual zones" and the construction of the four major platforms, providing stronger support for Guangdong to continue to lead the country in expanding high-level opening-up and promoting coordinated development between urban and rural areas.
