It is reported that the "one order, two reports" centralized declaration model for Guangdong Macao goods is the second phase of the "single window" comprehensive service platform project for Guangdong Macao goods, and is a cross regional innovative cooperation project. The first phase of the project's application of the Guangdong Macao general trade model of "one order, two reports" was officially launched on March 10, 2022 in the "single window" of international trade in China (Guangdong), and was promoted and applied in the Hengqin Guangdong Macao Deep Cooperation Zone. Since June this year, Guangdong and Macao have jointly promoted the development and construction of the second phase of the application of the Guangdong Macao centralized declaration model "one order, two reports". This application relies on the existing resources of the China (Guangdong) International Trade "Single Window" centralized declaration system and the Guangdong electronic port platform, and provides "one order, two reports" services for the customs clearance of goods under the centralized declaration model for Guangdong and Macao enterprises through electronic and information means, When mainland enterprises apply for the export consolidated declaration list through the China (Guangdong) International Trade "Single Window" centralized declaration system, they can synchronously translate and generate the Macau Import Goods Declaration Form. After confirmation and submission by Macau enterprises, the declaration operation can be completed. During this declaration process, the system provides convenient functions such as importing the cargo packing list and automatically opening the list. The required items on the mainland export consolidated declaration list that originally needed to be manually entered by mainland enterprises were reduced from 29 to 26, while Macau enterprises no longer need to manually enter when declaring in Macau, effectively improving the efficiency of enterprise declaration. The Department of Commerce of Guangdong Province stated that the launch of the "One Order, Two Reports" centralized declaration model for goods from Guangdong and Macao means that the application scope of the "One Order, Two Reports" model will expand to the export customs clearance scenarios of fresh and live goods supplied to Macao from the mainland, greatly reducing the time required for enterprise customs declaration and improving the convenience level of customs clearance for goods from Guangdong and Macao; And it will further promote the convenient flow of cross-border declaration elements between Guangdong and Macao, and promote the regional integration development of the Greater Bay Area.
