Recently, the 2023 Guangdong Province Public Resource Trading Platform Service Capability Evaluation Report was released. The evaluation results show that six cities, including Guangzhou, Shenzhen, Zhuhai, Huizhou, Dongguan, and Zhongshan, have platform service capabilities in the first tier. Nine cities, including Foshan, Shaoguan, Meizhou, Shanwei, Yangjiang, Maoming, Zhaoqing, Chaozhou, and Yunfu, are in the second tier. Six cities, including Shantou, Heyuan, Jiangmen, Zhanjiang, Qingyuan, and Jieyang, are in the third tier. The evaluation report points out that various regions in Guangdong have conscientiously implemented the national and provincial requirements to accelerate the construction of a unified national market and deepen the integration and sharing of public resource trading platforms. They have continuously strengthened the positioning of the platform's public service functions, optimized services such as witness, venue, information, archives, and expert extraction, continuously expanded the platform's coverage, and vigorously promoted electronic guarantee letters and mobile digital certificate services in the field of bidding and tendering, Further reducing the transaction costs of market entities, implementing effective standardization construction, ensuring standardized operation, steadily improving convenient services, promoting effective digital transformation, and achieving initial results in innovative development, the comprehensive effectiveness of platform integration and sharing continues to emerge, effectively promoting the construction of a national unified market with high efficiency, fair competition, and full openness. This evaluation adheres to the principles of "objectivity, impartiality, goal orientation, and emphasis on effectiveness", and constructs a scientific and objective three-level evaluation index system from five aspects: standardized service capability, standardized operation capability, convenient implementation capability, digital application capability, and innovative development capability. Using a combination of quantitative and qualitative analysis methods, the evaluation is conducted through systematic statistics, information reporting, on-site evaluation, expert review, and other methods, Multidimensional evaluation of the service capabilities of public resource trading platforms in various regions, focusing on improving the quality of public resource trading services. Through this evaluation, we further investigated the operation and service situation of platforms across the province, identified a number of shortcomings, compiled an internal control system list, promoted a series of innovative practices and experience measures, and achieved the expected results. It is reported that various regions in Guangdong have fully implemented the service standards of national and provincial public resource trading platforms, established and improved various internal control systems, service norms, and work processes in combination with local conditions, and gradually improved the internal control management system. Fully leverage the unique advantages of information technology in improving transaction efficiency and transparency, saving resources and transaction costs, vigorously promote online appointment and processing of transaction services, and significantly improve the level of electronic transactions. Actively innovating in institutional construction, new technology application, and collaborative supervision, the quality and efficiency of transaction services continue to improve, and platform integration and sharing shine brightly.
