This bill will become the world's first comprehensive regulatory regulation in the field of artificial intelligence, paving the way for legal supervision of the development of popular generative artificial intelligence services such as ChatGPT. This protocol imposes transparency requirements on all general artificial intelligence models and stricter regulations on more powerful models. Negotiators stated that the latest rules have imposed restrictions on the use of artificial intelligence in Europe, but this will not harm innovation in the industry or the future development prospects of artificial intelligence technology in Europe. In 2021, the European Union released the initial draft of the Artificial Intelligence Act, aimed at ensuring that Europe leads the global competition in artificial intelligence. At the end of 2022, ChatGPT emerged, which prompted EU officials to quickly update the rules with the aim of launching a blueprint for the world to refer to. Generative artificial intelligence systems like ChatGPT can quickly generate text, images, and audio similar to human creations through simple language commands, but it also raises concerns about the misuse of this rapidly developing technology, posing risks to employment, privacy, and copyright protection. European Commission President von der Leyen welcomed the agreement on social media. She stated that the EU's Artificial Intelligence Act is a trustworthy and unique legal framework that provides "protection" for the development of artificial intelligence. European Commission member Thierry Breton posted on social media that the Artificial Intelligence Act is a springboard for EU startups and researchers to lead the global artificial intelligence competition.
