In recent years, China has attached great importance to the innovation and promotion of intelligent connected vehicle technology, continuously improving the industrial development environment. Relevant departments have successively issued documents such as the "Management Specification for Road Testing of Intelligent Connected Vehicles (Trial)" and "Management Specification for Road Testing and Demonstration Applications of Intelligent Connected Vehicles (Trial)". Some places have also opened up road testing and demonstration applications in designated areas. It is reported that more than 20000 kilometers of intelligent connected vehicle testing roads have been opened nationwide, with 17 testing demonstration zones and 16 "dual intelligence" pilot cities. As of now, 7 national demonstration zones for connected vehicles have completed the intelligent upgrading and transformation of over 7000 kilometers of roads. A batch of intelligent connected vehicle products equipped with autonomous driving functions have been extensively developed, tested and verified, and some products have met certain conditions for mass production and application. Recently, the Ministry of Industry and Information Technology, the Ministry of Public Security, the Ministry of Housing and Urban Rural Development, and the Ministry of Transport jointly issued the "Notice on Carrying out Pilot Work for the Access and Road Access of Intelligent Connected Vehicles" (hereinafter referred to as the "Notice"). Based on the preliminary road testing and demonstration application work, the Ministry organized the pilot work for the access and road access of intelligent connected vehicles, promoting the road access and promotion of mass-produced vehicle models. This means that China has officially launched the commercial operation of intelligent connected vehicles, taking a crucial step towards industrial development. "Carrying out pilot work is an inevitable requirement to ensure the safe operation of intelligent connected vehicle products, and it is also conducive to accelerating the improvement of the technical level of intelligent connected vehicle products, promoting the iterative optimization of the industrial ecology, and accelerating the industrialization process of intelligent connected vehicles." The intelligent connected vehicle system is complex and diverse in scenarios, requiring the integration and interaction of multiple elements such as people, vehicles, roads, and clouds. The related functions are still in the stage of rapid development and continuous iteration, while also facing risks and challenges such as network security and data security. Currently, some countries and regions have implemented additional restrictive conditions for the access of intelligent connected vehicle products through exception exemptions and case handling, and continue to explore innovative safety supervision methods. The Notice ensures the safe implementation of pilot work from policy design, implementation guidelines, security assessment, security measures, etc., and strictly limits the application scenarios for accessing intelligent connected vehicle products. At the initial stage of the pilot program, we will support a small number of advanced technology, complete systems, and appropriate safeguard measures for automobile production enterprises. We will rely on cities with good basic conditions such as policy guarantees, infrastructure, and safety management to carry out the pilot program. We will limit the vehicle models, implementation areas, and users, and evaluate and adjust the pilot requirements based on the operation, industry, and technological development of the vehicles.
