2023 "the Belt and Road" and Guangdong Hong Kong Macao Greater Bay Area Overseas Chinese Legal Service Exchange Conference Held in Guangzhou

On November 15, the 2023 "the Belt and Road" and the Guangdong Hong Kong Macao Greater Bay Area Overseas Chinese Legal Service Exchange were held in Guangzhou. The conference adopts a "plenary meeting+parallel branch" approach and is hosted by the Overseas Chinese Affairs Office of the Guangdong Provincial People's Government, the Guangdong Provincial Department of Justice, and the Guangdong Returned Overseas Chinese Federation. Nearly 200 overseas Chinese leaders and legal professionals from over 30 countries and regions, as well as representatives from Hong Kong and Macao, as well as heads of departments, universities, and overseas Chinese service institutions related to overseas Chinese and law, attended the meeting. An additional approximately 400 people attended the meeting online. The attendees focused on the prominent issues of protecting the rights and interests of overseas Chinese in accordance with the law, jointly exploring and discussing issues such as enhancing the legitimate rights and interests of overseas Chinese and protecting the overseas interests of Chinese citizens and institutions, and providing suggestions for legal services related to overseas Chinese and foreign affairs. Utilizing the unique advantages of overseas Chinese lawyers, "Protecting the rights and interests of overseas Chinese is an important task in overseas Chinese affairs, and providing legal services related to overseas Chinese is an extremely important part of it." Pang Guomei, director of the Overseas Chinese Affairs Office of the Guangdong Provincial People's Government, stated at the meeting that in recent years, Guangdong has established a legal service workstation for overseas Chinese, established a Guangdong volunteer service expert group for overseas Chinese, established a diversified resolution center for overseas Chinese disputes, and explored new models of internet justice Trial implementation of the system of specially invited overseas mediators and other measures to provide practical and effective solutions to the "urgent and difficult" problem of overseas Chinese communities. Overseas Chinese lawyers and other professionals have many unique advantages in solving difficulties for overseas Chinese and striving for their legitimate rights and interests. Xu Jingfu is a Spanish "second generation overseas Chinese" who currently works at an internationally renowned law firm in the fields of company law and mergers and acquisitions. Local overseas Chinese are one of his main clients. Most of the people I come into contact with are the 'second generation of overseas Chinese' and 'third generation of overseas Chinese'. They not only focus on traditional issues such as taxation and labor services, but also on areas such as company management, outward expansion, and data compliance. Xu Jingfu believes that as an overseas Chinese lawyer, I can use my own resources and knowledge reserves to provide entrepreneurial resource docking and clearer professional guidance for young people in the overseas Chinese community. Since 2014, Malaysian Chinese lawyer Luo Zhangwu has been focusing on providing legal services to local overseas Chinese, including international students, migrant workers, enterprises, and more. In his view, language, culture, and professional competence are the strengths of overseas Chinese lawyers. Compared to local lawyers, overseas Chinese lawyers are able to communicate more smoothly with clients. Both parties are in the same cultural context, and therefore have a better understanding of each other's specific needs and ideas. "Luo Zhangwu said that on this basis, overseas Chinese lawyers are also more familiar with local laws, which makes them more competitive in overseas legal services. To enhance the level of legal services for overseas Chinese, it is necessary to gather forces from all parties to provide stronger legal services and legal protection for overseas Chinese both at home and abroad. At the meeting, the "Proposal on Doing a Good Job in Legal Services for Overseas Chinese in the New Era" was released, and a ceremony was held for the newly selected legal cooperation units, legal experts, and appointment of Guangdong Volunteer Service Expert Group for Overseas Chinese. Xie Huirong, Vice Chairman of the Guangdong Provincial Federation of Returned Overseas Chinese, introduced at the meeting that in recent years, Guangdong has actively improved its service system for overseas Chinese and established a sound mechanism for safeguarding the interests of overseas Chinese.
