2023-11-09

The second session of the Global Economic Development and Security Forum of the Boao Forum for Asia was recently held in Changsha, Hunan. More than 2500 guests from the global political and business communities discussed and exchanged ideas on the theme of "global development, shared security", with the development of digital technology and the widespread application of artificial intelligence becoming hot topics. At the forum, the practical experience of China's response was widely recognized by experts. Experts from multiple countries believe that China will continue to contribute to international cooperation in the field of digital technology by accelerating the construction of digital China and other areas. Currently, the development of the digital economy has become an important engine for leveraging global economic growth, and data has become a necessity for digital society, business trade, and personal life. China has long been paying attention to and safeguarding the rights and interests of developing countries, actively contributing normative concepts to global digital governance. Industry insiders believe that China has the strength to empower global digital development on an industrial basis. According to Yun Xiaochun, the chief scientist of Zhongguancun Laboratory, it is expected that by 2025, the total amount of data generated by China is expected to account for 27.8% of the world. Data elements are the foundation of the digital economy, and in order for data to generate maximum economic value, the key lies in circulation and circulation. "Yun Xiaochun said, cross-border digital trade is an important part of it, and data involves personal privacy and other factors behind it. Therefore, the flow of data must follow established rules. Not long ago, the National Data Bureau was officially listed. In the view of Wei Liang, Vice President of the China Academy of Information and Communications Research, the establishment of the National Data Bureau can fully leverage the advantages of China's massive data resource scale, promote the integration, sharing, development and utilization of data resources, and thus unleash the value of data. At the same time, China is continuously strengthening international cooperation in digital technology. In 2017, the "the Belt and Road" Digital Economy International Cooperation Initiative was released; In 2020, the BRICS countries formulated the 'BRICS Economic Partnership Strategy 2025', which clarified key cooperation areas and related cooperation goals for BRICS countries such as the digital economy; In 2021, China announced its willingness to jointly develop and implement the "China Africa Digital Innovation Partnership Plan" with Africa. At the third "the Belt and Road" International Cooperation Summit Forum held this year, China proposed the Global AI Governance Initiative, calling on all countries to strengthen exchanges and cooperation, work together to prevent risks, and constantly improve the safety, reliability, controllability, and fairness of AI technology. At present, China has actively explored cross-border data flow mechanisms in free trade zones in Beijing, Shanghai, Zhejiang, Hainan, and other places. Currently, artificial intelligence generated content (AIGC) technology has become a new industry hotspot, posing new requirements for personal information security and privacy protection. When providing online dialogue services, the big language model can retrieve more personal information and privacy than existing internet search engines. "Ji Weidong, Dean of the Chinese Academy of Law and Social Studies at Shanghai Jiao Tong University, believes that AIGC brings various conveniences and benefits, as well as some risks. Data Security Law, Personal Information Protection Law, E-commerce Law... China has put a "security lock" on information protection by introducing relevant laws. Ye Xiaoyu, Vice President of China Unicom Research Institute, said that in recent years, China has intensively introduced relevant laws and regulations, and various governments
