Based on this, it is necessary to continuously optimize the innovation service system, build an "easy to transfer" ecological environment, and provide a platform support, model guidance, and financial support ecosystem support for accelerating the improvement of the level of scientific and technological achievements transformation. We should stimulate the driving force of innovation and establish a scientific mechanism for empowering and evaluating achievements. The evaluation of scientific and technological achievements should not only focus on economic and social benefits, but also on their cultural and scientific values, and judge the true value of scientific and technological achievements from multiple dimensions. We need to continuously promote the reform and innovation of difficult links such as the distribution of benefits and division of rights in the transformation of scientific and technological achievements, and build a set of easily operated and widely used evaluation standards system for scientific and technological achievements based on the commonalities of different disciplines. We also need to break down the barriers to bankruptcy education and research information, and establish a sound innovation and transformation platform. Faced with the world's cutting-edge science and technology and major national needs, efforts were made to solve core technical problems such as "choking" and "domestic substitution", and a new platform system for laboratory innovation was established, which is "national laboratory+State Key Laboratory+provincial laboratory+municipal laboratory+enterprise laboratory". Vigorously promote the construction of the concept validation center platform, effectively fill the gap between scientific research achievements and market demand, verify the commercial feasibility of scientific and technological achievements, reduce conversion risks, promote the reform of scientific research institutions, and enhance the market-oriented nature of scientific research. Accelerate the layout of various pilot platforms, optimize the entire chain innovation ecosystem from research and development to industrialization, and open up the channel from laboratory to market. At the same time, optimize the innovation service system, provide model guidance and financial support for the ecosystem support. Accelerate the construction of a technology market system at the national, provincial, municipal, and county levels, form a mature "government industry, academia, research, and use of funds" six in one technology transfer service system, connect first-class domestic technology transformation and industrialization service systems such as the Beijing Tianjin Hebei, Yangtze River Delta, and Pearl River Delta, accelerate the multi-level linkage of scientific and technological innovation resources at the horizontal and vertical levels, and provide systematic support for the cross regional circulation of various elements such as scientific and technological achievements, funds, and talents. Actively exploring cross regional collaborative transformation and industrialization models, leveraging the comparative advantages of different regions, has practical significance in improving the speed of industrial transformation of scientific and technological achievements.
