The official text of the plan is approximately 56000 words and consists of 8 chapters, covering the main tasks and key projects that need to be implemented in key industry sectors such as comprehensive tourism and leisure industry, traditional Chinese medicine and health industry, modern finance industry, high-tech industry and traditional industry transformation and upgrading, exhibition and trade, and cultural and sports industry during the planning period. A special chapter on safeguard measures is used to clarify the division of labor and implementation responsibilities of key project departments, ensuring that the plan is implemented effectively.
