At this point, Guangxi has achieved a "zero breakthrough" in the reimbursement of medical insurance for assisted reproductive health services, and eligible women can also be reimbursed for "in vitro fertilization". As is well known, nowadays, although the technology of "in vitro fertilization" is mature, it is also expensive. According to reports, this technology includes a single cost of examination and treatment, ranging from approximately 38000 to 50000 yuan. More than half of patients require two or more treatments to succeed. For families with average economic conditions, having to spend so much money to "add a child" can only be daunting. Many people have also proposed that infertility is only a medical symptom, which may be caused by a disease, but not the disease itself, and therefore cannot be included in the national medical insurance coverage. In order to solve this problem, there are also some places where "poverty leads to change" and have adopted several flexible measures, that is, to peel off "therapeutic" projects and provide the public with economic benefits as much as possible. For example, starting from July 1st this year, 16 therapeutic assisted reproductive technology projects, including ovulation induction tests and intrauterine insemination, have been included in the reimbursement scope of Beijing's basic medical insurance outpatient service, with patients being able to save up to tens of thousands of yuan in expenses. However, this move cannot cover all the projects of "in vitro fertilization", and patients still have to bear the relevant costs. Previously, there were also "water testing" projects in Hangzhou, Zhejiang. Starting from January 1st of this year, the city's commercial supplementary medical insurance "Xihu Yilian Insurance" has added two "in vitro baby" projects, namely embryo cultivation and embryo transfer, with a maximum annual reimbursement of 3000 yuan. However, other assisted reproductive technologies related to "in vitro fertilization" have not yet been included in the reimbursement scope; Reimbursement requires the use of commercial supplementary medical insurance, which is not a universal medical insurance program, and the reimbursement ratio of 3000 yuan is not high, which is not helpful for the high expenses of "in vitro babies". From a policy perspective, the cost of doing IVF can be reimbursed and supported. In August 2022, 17 departments including the National Health Commission and the National Development and Reform Commission issued the "Guiding Opinions on Further Improving and Implementing Active Fertility Support Measures", which clearly pointed out that local governments should be guided to comprehensively consider factors such as the affordability of medical insurance (including maternity insurance) funds and relevant technical specifications, and gradually include suitable childbirth analgesia and assisted reproductive technology projects in the fund payment scope according to procedures. Previously, including Jiangxi, Sichuan, Hubei and other regions, there have been reports of plans to include assisted reproductive technology projects in medical insurance. The new policies introduced by Guangxi this time are more "considerate" and more effective than previous measures taken elsewhere.
