The nomination period for the 2023 District Council general elections in Hong Kong starts on October 17th and ends at 17:00 on October 30th. The Returning Officers of 18 district committee constituencies and 44 district council geographical constituencies received a total of 400 nomination forms during the nomination period. Among the nomination forms received, there were 228 for district committee constituencies and 172 for district council geographical constituencies. The Returning Officer will draw lots on November 8th to determine the order in which the names of candidates for district committee constituencies and district council geographical constituencies will be arranged on the ballot papers, as well as to allocate designated locations for displaying election advertisements. The District Council Qualification Review Committee will publish a notice in the Gazette within 14 days after the end of the nomination period, announcing the candidates who have been effectively nominated for each constituency or constituency. If the number of validly nominated candidates in an election for a particular constituency exceeds the number of Members to be elected for that constituency, a vote must be held on December 10th. The Election Management Committee will hold a briefing for candidates on November 13th, explaining the content of election activity guidelines and important matters to pay attention to when conducting election activities. The 2023 District Council (Amendment) Ordinance came into effect on July 10th through its constitution. After reshaping the District Council and improving the regional governance system in the Hong Kong Special Administrative Region, the District Council has returned to its position as a non political advisory organization. The new District Council consists of appointed members, members elected by district committee constituencies, and members elected by district council geographical constituencies, with a ratio of approximately 4:4:2. There are also 27 ex officio members, with a total of 470 district members serving for a four-year term. The 2023 District Council general elections will be held on December 10 of this year to elect 176 District Council constituencies members and 88 District Council constituencies members.
