On the 25th, officials from the relevant departments of the National Medical Insurance Bureau gave an interview specifically on the situation of basic medical insurance participation. The person in charge introduced that in 2022, China's basic medical insurance participation rate remained stable at over 95%. Due to the improvement of insurance quality and the removal of duplicate insurance data, the number of residents participating in medical insurance in 2022 was 983.49 million. Although there was a slight decrease compared to the previous year's data, the actual overall number of insured individuals actually increased slightly due to a significant decrease in duplicate insurance and other factors. The overall basic medical insurance coverage remained stable. The specific situation is: firstly, some people who originally participated in resident medical insurance have switched to employee medical insurance, and the basic medical insurance participation data shows a trend of "decreasing residents and increasing employees", with more and more people participating in employee medical insurance. In the past five years, the number of residents participating in medical insurance has decreased from 1027.78 million to 983.49 million, while the number of employees participating in medical insurance has increased from 316.81 million to 36.243 million, especially in 2022, the number of employees participating in medical insurance has increased to 8.12 million. Secondly, there has been a decrease in the number of people repeatedly participating in insurance, which more accurately reflects the situation of insurance participation. Since the establishment of the National Medical Insurance Bureau, it has continued to carry out direct settlement work for medical treatment in different places. The demand for repeated insurance coverage in multiple places has significantly decreased, and the data on repeated insurance coverage has significantly decreased. In addition, factors such as standardizing the statistical caliber of insurance coverage have resulted in a cumulative decrease of over 40 million data. Especially after the launch of the nationwide unified medical insurance information platform in 2022, the national medical insurance data is fully interconnected, and the settlement of medical treatment in different places is more convenient, and the phenomenon of repeated insurance data reduction is more obvious. The person in charge stated that while objectively looking at data such as duplicate insurance and "slimming down", we should also see that in recent years, the government has continuously increased subsidies for resident medical insurance. In 2022, the government subsidized resident medical insurance by 635.577 billion yuan, which is equivalent to 646 yuan of financial subsidies for everyone participating in resident medical insurance. On this basis, people in need also enjoy personal payment assistance, with a total expenditure of 22.38 billion yuan nationwide to support 97.77 million people in need to participate in insurance, of which 4.7646 million extremely poor people enjoy full personal payment assistance. At the same time, the country has also made every effort to consolidate the achievements of poverty alleviation and effectively connect with rural revitalization. 114.05 million rural low-income and poverty alleviation populations have been included in the dynamic monitoring of insurance coverage, with an insurance coverage rate of over 99.9%. The person in charge pointed out that objectively speaking, with the continuous deepening of urbanization in China and the continuous development of population aging and fewer children, it can be foreseen that the future medical insurance participation data of residents will show a slight decline in a certain period of time, and even the total participation data may shrink.
