Li Jiachao reads out his second policy address during his tenure

The Chief Executive of Hong Kong, Li Ka chao, delivered his second policy address during his term today (25th). He mentioned that the government is fully committed to safeguarding national security, improving relevant legal systems and enforcement mechanisms. Article 23 of the Basic Law stipulates that special zones shall legislate on their own to prohibit acts and activities that endanger national security. Article 7 of the Hong Kong National Security Law stipulates that the SAR government should complete the legislation on safeguarding national security stipulated in the Basic Law as soon as possible and improve relevant laws. The government is fully researching effective legislative plans to implement the constitutional responsibilities that the SAR government should fulfill, and will complete the legislation within 2024. Li Jiachao further pointed out that in the face of the increasing risk of global cyber attacks, the government will focus on improving the protection of key infrastructure, including energy, communication, transportation, financial institutions and other cybersecurity. In 2024, the government will submit a legislative draft to the Legislative Council. In addition, the government has submitted a revised draft of the District Flag and Emblem Ordinance, which will be reviewed and approved before fully promoting and educating citizens to respect and correctly use the district flag and emblem. Li Jiachao mentioned that the government has spared no effort to establish mainstream values centered on patriotism and love for Hong Kong, which are compatible with the "one country, two systems" policy. We will carry out patriotic education, enhance citizens' recognition of the country and the excellent traditional Chinese culture, consciously safeguard national unity and national unity, and incorporate patriotic education into the national education system. The "Constitutional and Basic Law Promotion and Supervision Committee" led by the Secretary for Administration will expand its functions to cover patriotic education, establish a "Patriotic Education Working Group", coordinate government departments and non-governmental institutions to promote national education, align with the content of the "Patriotic Education Law of the People's Republic of China", strengthen national history, culture, and national conditions education at different levels, and inherit and promote the spirit of patriotism. The Leisure and Cultural Services Department will establish the "Promotion of Chinese Culture Office", which is responsible for planning and organizing activities to promote Chinese culture and history.
