The General Office of the Zhejiang Provincial Government recently released several opinions on leveraging the role of medical insurance payment to promote high-quality development of grassroots medical and health care. It points out that we need to increase the total budget target of medical insurance funds in grassroots medical and health institutions, expand the cake of grassroots medical services, improve the level of treatment for grassroots medical insurance, and enable the people to enjoy more fair, inclusive, high-quality, convenient, and efficient medical security services. This opinion stipulates that Zhejiang Province will expand the number of inpatient disease diagnosis related groups to pay for the same disease at the same price, promote the pilot reform of outpatient payment methods, and support patients with common diseases, chronic diseases, and rehabilitation to seek medical treatment at the grassroots level. Include medical service projects suitable for grassroots development (including eligible internet diagnosis and treatment services) into medical insurance payments. At the same time, gradually abolish the minimum payment line for outpatient services provided by urban and rural residents and employee medical insurance insured personnel in grassroots medical and health institutions, and encourage areas with conditions to steadily increase the top payment line for outpatient services. The reimbursement rate for chronic diseases in outpatient clinics for urban and rural residents within the scope of medical treatment policies in grassroots medical and health institutions has been increased to no less than 65%, and the reimbursement rate for hospitalization has been increased to around 80%. In order to facilitate people's access to nearby medical care, the opinion points out that all eligible grassroots medical and health institutions should be included in the designated medical insurance points, and medical insurance mobile payment services should be opened for remote mountainous and island counties that meet the conditions.
