Promoting the investment and construction of diversified railways under provincial management is a major artery of the national economy and a major livelihood project. In recent years, with independent investment and construction by the provincial side, the development of intercity railways in Guangdong has reached a climax. In 2020, the first intercity railway in China to be independently invested and operated by the provincial side - Guangqing and Guangzhou East Ring Intercity Railway - was opened; In 2021, the first domestically funded and constructed high-speed railway with a speed of 350 kilometers per hour, the Jiangmen to Pearl River Delta Hub Airport section of the Zhujiang Zhao high-speed railway, will commence construction; In 2022, the construction of the entire Shenjiang Railway with an investment of over 50 billion yuan will commence; Nowadays, the Guangzhou Shantou high-speed railway, which is invested and constructed by Guangdong Province, has been put into operation... As of the end of 2022, the operating mileage of the province's railways has reached 5328 kilometers, of which the operating mileage of high-speed railways is about 2367 kilometers, ranking among the top in the country. This year, Guangdong plans to complete a railway investment of over 110 billion yuan and accelerate the construction of 2190 kilometers of provincial railway extension projects, with 511 kilometers planned to be completed and 420 kilometers newly constructed. With the continuous expansion of investment and construction scale, Guangdong actively promotes the diversification of railway investment entities, and has adopted various investment models such as road provincial joint venture, provincial sole proprietorship, and provincial city cooperation. Social capital is actively introduced to participate, and according to the actual situation, models such as entrusted construction, EPC engineering general contracting, and self owned construction management are adopted. In recent years, most intercity railway projects in the Guangzhou and Shenzhen metropolitan areas have introduced social capital to participate in investment and construction. By raising construction funds through multiple means and channels, the construction of railway projects in Guangdong Province has been effectively accelerated. Build a railway led comprehensive transportation hub and enter Xintang Station. The waiting hall inside looks spacious and bright, with a very broad view. This will intersect with three railway lines and five subway lines, including the Guangzhou Shenzhen Intercity, Guangzhou Shenzhen Intercity, and Guangzhou Shantou High Speed Railway, to become a modern comprehensive transportation hub that integrates multiple modes of transportation. Since the 14th Five Year Plan period, Guangdong has followed the "zero distance" transfer requirements and the principles of "multimodal connection, three-dimensional development, functional integration, and conservation and intensification", utilizing high-speed railways and intercity transportation to penetrate the city's hinterland and take into account the characteristics of commuting passenger flow, reasonably determining the functional positioning, development layout, and scale of railway hubs, and creating a railway led comprehensive transportation hub. In recent years, Guangdong has focused on planning multiple railway lines, including the Guangzhou Zhanjiang, Shennan, Guangzhou Zhuhai (Macao), Guanghe high-speed railway, as well as the Zhaoshunnan intercity and East Guangdong intercity railway lines, to enter the hub airport, achieving the introduction of intercity railways to the seven major hub airports in the province, and international hub airports connecting to high-speed railways, accelerating the construction of a "aviation+high-speed rail, intercity" rapid transportation service network.
