The Guangdong Hong Kong Macao Greater Bay Area Rule of Law Forum was held in Nansha District, Guangzhou on the 30th. Experts from the legal community, including Hong Kong and Macau, attended the forum, advocating for high-quality legal protection to promote the integrated development of the Guangdong Hong Kong Macao Greater Bay Area, and working together to create a highland for foreign-related legal services, promoting a higher level of openness of the Greater Bay Area to the outside world. Currently, with the deepening development of world multipolarity, economic globalization, social informatization, and cultural diversity, the transformation of the global governance system and international order is accelerating. China's participation in global open cooperation and high-quality joint construction of the "the Belt and Road" have opened up new space for the Guangdong Hong Kong Macao Greater Bay Area to participate in international cooperation and competition at a higher level. Participants stated that the Guangdong Hong Kong Macao Greater Bay Area has unique advantages, and the rapid development of the economy has put forward practical requirements for the connection of relevant rules. The concept of governing the Bay Area by law leads the construction of the Guangdong Hong Kong Macao Greater Bay Area, promotes the creation of a highland for the connection of rules, and jointly builds a high-level gateway for opening up to the outside world. This is the direction of joint efforts among the three regions. Han Dayuan, a professor at the School of Law at Renmin University of China, believes that the biggest advantage of the Guangdong Hong Kong Macao Greater Bay Area in creating a rule linkage mechanism to connect with the highland is the concept of "one country, two systems". Under this institutional arrangement, Guangdong, Hong Kong, and Macao have more flexible policies and greater development space, especially in terms of docking with international commercial rules. To transform the institutional advantages of 'one country, two systems' into concrete practice, actively align with foreign rules and standards, and build a market-oriented, legal, and international business environment, an effective path is to build a professional and international team of foreign-related legal talents. The many innovative measures taken by mainland foreign-related commercial dispute resolution agencies have left a deep impression on the Chairman of the Hong Kong Joint Mediation Special Line Office, Xiao Yongyi. She saw a broader space for cooperation between Guangdong and Hong Kong in the field of foreign-related legal services. She suggests that legal service institutions in Guangdong, Hong Kong, and Macao should be encouraged to strengthen cooperation, form strategic alliances, and establish a broad service network, jointly explore the foreign legal service market, and provide integrated legal support for enterprises in the Greater Bay Area to "go global". Li Huanjiang, President of the Macau Law Association, suggested that Guangdong, Hong Kong, and Macao can integrate existing legal service resources, establish a sound long-term cooperation mechanism, and mainland lawyers engaged in cross-border business can continuously broaden their international perspective and enhance the level of foreign-related legal services by strengthening cooperation with Hong Kong and Macao lawyers. At the forum, the "Nansha Initiative of the Guangdong Hong Kong Macao Greater Bay Area Rule of Law Forum" was also released, calling on urban legal academic groups and legal research institutions in the Greater Bay Area to work together and work together to improve talent strategic layout, rule linkage mechanism docking, and jointly build high-level open doors to the outside world.
