In addition, the Maritime Affairs Commission also fully utilizes the "three lines of defense" composed of meteorological satellites and rainfall radars, rainfall stations, and hydrological stations for monitoring and forecasting of rainfall and water conditions, and adopts four pre measures of "forecasting, early warning, rehearsal, and contingency plan" to achieve refined rolling flood forecasting by river, reservoir, and station, accurately guiding the flood diversion and utilization of flood storage and detention areas such as Yongding River floodplain, Xiaoqing River floodplain, Langouwa, and Dongdian, greatly weakening flood peaks, Greatly alleviated the flood discharge pressure of downstream rivers.
