With the structural shortage of energy, climate change, environmental pollution and other issues becoming more prominent, major global economic entities are actively promoting the transformation of clean energy. Green electricity is the main direction of China's green and low-carbon energy transformation, with wind power, photovoltaic power, and hydroelectric power generation installed capacity ranking first in the world. On August 3, 2023, the Notice on Promoting the Full Coverage of Renewable Energy Green Electricity Certificates and Promoting the Consumption of Renewable Energy Electricity was issued, promoting the full coverage of renewable energy electricity by green certificates. This issue invites experts to discuss relevant issues. What is green electricity when renewable energy leads the way? What achievements have been made in the development of green electricity in China? Li Chuangjun (Director of the New Energy Department and Renewable Energy Department of the National Energy Administration): Green electricity generally refers to renewable energy electricity such as wind power, solar power, hydropower, biomass power, geothermal power, and ocean power. Renewable energy generation does not produce or rarely produces harmful emissions to the environment (such as carbon dioxide, sulfur dioxide, nitrogen oxides, etc.), and does not require the consumption of fossil fuels. Compared to conventional fossil energy generation, it is more conducive to environmental protection and sustainable development, so it is called green electricity, abbreviated as green electricity. Compared to traditional fossil fuels, green electricity has three advantages. One is sustainability, where renewable energy resources are continuously provided by natural circulation and can achieve sustainable utilization. The second is high universality, as the vast majority of countries and regions around the world can develop renewable energy regardless of geographical location or climate conditions. The third is environmentally friendly, renewable energy generation with low or zero carbon emissions, minimal impact on the environment throughout the entire life cycle, and significant pollution and carbon reduction effects. Vigorously developing renewable energy and promoting green electricity consumption have become a concerted action in the global response to climate change and promoting green and low-carbon transformation. It is an important measure to ensure national energy security and reduce energy dependence on foreign countries, a leading force for China to fulfill its commitment to independent contribution to climate change, an important pillar for reducing emissions without reducing productivity, and an important way to cultivate strategic emerging industries and accelerate technological progress, It is of great significance for adjusting industrial structure, promoting transformation and upgrading, and driving effective investment. Since the 11th Five Year Plan period, China has gradually established a legal, regulatory, and policy system based on the Renewable Energy Law, supported by a series of normative and policy documents, providing strong guarantees for the development of renewable energy. In 2006, the Renewable Energy Law was implemented, establishing systems such as total quantity targets, full purchase of online electricity, classified sales of electricity prices, and special funds, providing fundamental guarantees for the development of the industry. Afterwards, relevant policies continued to be improved. In 2009 and 2011, policies on grid electricity prices for wind and photovoltaic power generation were successively introduced. Subsequently, in combination with the progress of wind and photovoltaic technology and cost reduction, benchmark electricity prices were gradually lowered, effectively ensuring the reasonable profits of wind and photovoltaic projects; In 2016, a fully guaranteed acquisition system for renewable energy generation was established, clarifying the requirements for priority grid access and guaranteed acquisition of renewable energy generation, and consolidating the foundation for the development of wind and photovoltaic power generation; In 2016 and 2017, a monitoring and warning mechanism for wind power investment and an environmental monitoring and evaluation of the photovoltaic power generation market were established successively
