Wang Yi Attends ASEAN, China, Japan, and South Korea (10+3) Foreign Ministers' Meeting

On July 13, 2023 local time, Wang Yi, Director of the Central Foreign Affairs Office, attended the ASEAN China Japan South Korea (10+3) Foreign Ministers' Meeting in Jakarta. Wang Yi said that the 10+3 cooperation is one of the most mature mechanisms for regional cooperation in East Asia, and has made positive contributions to the prosperity and development of East Asia for a long time. Under the current situation, the 10+3 countries, as major regional economies, should strengthen unity, cooperate closely, and jointly face challenges. One is to fully promote the recovery of regional economic growth. China has provided support for economic and technological cooperation under the Regional Comprehensive Economic Partnership (RCEP) and helped ASEAN countries improve their implementation capacity. The second is to actively promote sustainable development in the region. China has provided support to regional countries such as medical supplies, emergency rice reserves, and poverty reduction cooperation. The third is to focus on restoring regional personnel exchanges. Increase commercial flights to countries in the same region as soon as possible, and promote the orderly recovery of inbound and outbound tourism. Wang Yi stressed that this year is the first year for the implementation of the 10+3 Cooperation Work Plan. Regional countries should grasp the long-term goal of building the East Asian Community, support ASEAN's central position, improve the inclusive regional cooperation framework, and constantly expand cooperation areas, so as to inject more powerful "East Asian power" into the recovery and growth of the regional and even the world economy. Wang Yi proposed three suggestions for the next stage of 10+3 cooperation. One is to adhere to open cooperation and accelerate the process of regional integration. Taking the full implementation of RCEP as an opportunity, we support Hong Kong as one of the first members to join RCEP. China supports the formulation of the "10+3 Economic Cooperation Work Plan", the construction of a stable, smooth, and comparative advantage based regional supply chain system, and is willing to promote cooperation among small and medium-sized enterprises. China also supports the 10+3 Macroeconomic Research Office in building a regional knowledge center. The second is to adhere to common security and continuously improve the effectiveness of crisis response. China will continue to donate funds to the 10+3 rice emergency reserve mechanism, strengthen the ASEAN food security information system, and better maintain regional food security. Enhance the multilateral availability and effectiveness of the Chiang Mai Initiative, and build a strong regional financial safety net. The safety of the marine environment and human health related to the discharge of nuclear contaminated water from Japan is a matter of great concern. It is important to think twice and not act recklessly or make major mistakes. The third is to adhere to innovation leadership and fully tap into the potential for sustainable development. Increase cooperation in emerging industries to add momentum to development. China supports the ASEAN statement on the development of the 10+3 electric vehicle ecosystem, and welcomes all parties to participate in the clean energy dialogue, low-carbon development partnership seminar, East Asia Forum and other activities organized by China. China will continue to promote cooperation in areas such as poverty reduction, village official exchanges, and rural development. The foreign ministers of Japan, South Korea, and ASEAN countries stated that the 10+3 mechanism has emerged in response to crises, with constantly expanding cooperation areas and increasingly evident cooperation results. It plays a crucial role in achieving rapid recovery and sustainable development of regional countries after the epidemic and becomes a solid and reliable anchor for stability. All parties support an open and inclusive regional cooperation framework centered around ASEAN, adhere to the practice of multilateralism, and maintain regional peace, stability, and prosperity. All parties unanimously believe that the 10+3 mechanism should be promoted to keep up with the times, fully leverage the role of the rice emergency reserve mechanism, actively promote the multilateralism of the Chiang Mai Initiative, implement RCEP with high quality, and create a digital economy and innovation
