Compared to the 2022 Negotiated Drug Renewal Rules, the "Negotiated Drug Renewal Rules (2023 Draft for Solicitation of Opinions)" clearly include additional conditions for routine catalog management, The new conditions are: drugs that have been negotiated and included in the "negotiated drugs during the agreement period" section of the catalog for more than 8 years (the negotiated drugs in the 2017 version catalog will be calculated from 2018, the negotiated drugs in the 2018 version catalog will be calculated from 2019, and will be calculated based on the year of execution of the catalog in 2019 and beyond). The "Non Exclusive Drug Bidding Rules (Draft for Soliciting Opinions)" propose that for drugs included in the medical insurance catalog through bidding, the lowest price quoted by each enterprise shall be used as the payment standard for the generic name drug. If the enterprise's quotation is lower than 70% of the willingness to pay for medical insurance, 70% of the willingness to pay for medical insurance will be used as the payment standard for the drug.
