A good elderly care service system must ensure the universality of elderly care service recipients, accessibility of service supply, reliability of service quality, and affordability of service prices. Currently, China has introduced a list of basic elderly care services and is accelerating the improvement of the basic elderly care service system; We have fully opened up the elderly care service market and vigorously developed the elderly care industry; Policies such as the special action of urban enterprise linkage for inclusive elderly care have been introduced. The next step is to focus on coordinated development and stimulate the effectiveness of institutionalized and systematic promotion. Focus on the demand for basic elderly care services and optimize the allocation of elderly care service resources. From the perspective of care services, the focus of policy support is on groups such as disabled, dementia, elderly people living alone, widowed, elderly people from families with special family planning needs, and pure elderly families. We must optimize the allocation of resources, promote resource sinking, accelerate the improvement of the socialized service system at the community home level, take multiple measures to increase the supply of community home care services, and improve the efficiency of financial funds. Focus on the role of market mechanisms and promote the coordinated development of elderly care and industries. We need to study the mechanism and optimization path of leveraging the market with fiscal funds to drive the overall development of the elderly care consumption market. We need to give full play to the supportive role of finance, vigorously develop enterprise annuity, occupational annuity, personal savings pension insurance, and commercial pension insurance, and vigorously develop financial products such as long-term care insurance, inclusive insurance, and serious illness insurance. Vigorously develop electronic payment, insurance payment and other methods to provide convenience for resolving disputes and safeguarding the rights and interests of the elderly, and guide them to consume with peace of mind and comfort. Focus on grassroots social governance reform and solve the "last mile" problem of elderly care services. Grassroots are the foothold of all work. We must adhere to the guidance of party building, deepen grassroots social governance reform, innovate resource coordination mechanisms, build an "integrated" elderly care service system for townships (streets), and focus on connecting the supply and demand of elderly care services in the "last mile". Villages and towns (streets) should assume responsibilities in resource coordination, demand discovery, service organization, response to calls, and supervision and management; According to the principle of "integration of sections and blocks", closely cooperate with functional departments, coordinate the coordinated development of institutions, communities, and home based elderly care services within the jurisdiction, and coordinate the integrated promotion of elderly care service facilities, projects, and teams within the jurisdiction. We need to leverage the role of elderly associations and fully reflect the demands of the elderly. In the process of promoting Chinese path to modernization, the aging policy should be integrated into the economic and social development policy, and the aging problem should be treated as a long-term and systematic social governance project.
