With the acceleration of population aging, the number of elderly dementia patients, mainly Alzheimer's disease, continues to increase, seriously threatening the health and quality of life of the elderly, and bringing a heavy burden to families and society. The notice clearly states that it is necessary to actively guide the elderly to establish the concept of actively managing brain health, and continuously improve the public's awareness of knowledge on the prevention and treatment of dementia in the elderly. Guide areas with conditions to carry out cognitive function screening, referral, and intervention services for the elderly based on actual conditions, improve the incidence of dementia in the elderly, achieve early screening, detection, and intervention, and reduce or delay the occurrence of dementia in the elderly. Promote elderly dementia care counseling technology, improve elderly dementia care skills, and reduce the burden of elderly dementia care. At the same time, the notice proposes four actions, including promoting popular science knowledge on the prevention and treatment of elderly dementia, conducting cognitive function screening and early intervention for the elderly, conducting special training and guidance, and establishing a network of elderly dementia prevention and treatment services. It is explicitly stated that in combination with the national basic public health service elderly health management project, it is necessary to guide areas with conditions to provide a cognitive function screening for permanent residents aged 65 and above in their jurisdiction once a year based on actual conditions.
