China calls for the return of development issues to the center of the international agenda

2023-06-07

On the 6th, Dai Bing, the Deputy Permanent Representative of China to the United Nations, spoke at the 2023 annual meeting of the Executive Board of the United Nations Development Programme, the United Nations Population Fund, and the United Nations Office for Project Services with the Administrator of the Development Programme, calling for the return of development issues to the center of the international agenda. Dai Bing said that the 2030 Agenda for Sustainable Development is already halfway through, and the implementation progress is lagging behind expectations. Achieving sustainable development goals is the broadest and most important global development consensus. The Sustainable Development Goals Summit is about to be held this year, and the international community generally expects UNDP to continue to play a key leading role, strengthen top-level design, enhance resource integration capabilities, promote cross departmental collaboration, and drive a good momentum of implementation. The Chinese side is willing to propose the following suggestions: firstly, to create favorable development conditions and environment. Institutions and member states should prioritize development, advocate openness and inclusiveness, and oppose closed exclusivity. We need to seize the opportunity of this year's Sustainable Development Goals Summit, take joint action, coordinate and promote development issues back to the center of the international agenda. The second is to respect the ownership and leadership of the program country. Attention should be paid to the differences in development stages and levels among countries. In the process of implementing strategic plans, regional and country programs, guided by the priority development areas and urgent needs of the program countries, and coordinated by the resident coordinator, full collaboration with other agencies should be ensured to maximize effectiveness. The third is to fully mobilize more development resources. We should urge all parties to fully fulfill the funding contract, especially developed countries to take the lead in fulfilling their official development assistance and climate finance commitments. At the same time, actively expanding financing channels, strengthening cooperation with international financial institutions, the private sector and other stakeholders, and gradually realizing the diversity, flexibility, and stability of development funding sources. The fourth is to strengthen the construction of partnerships. Actively participate in initiatives and actions led by member states, and achieve sustainable development goals through multiple channels. In the past two years since China proposed the Global Development Initiative, it has actively launched a series of major measures to implement the initiative, including the Global Development and South South Cooperation Fund. China hopes to further explore cooperation with the Development Agency on specific projects. (New News Agency)
