Strict training process management helps "free medical students" become successful

2023-06-02

Recently, the Ministry of Education issued a notice that rural targeted medical students will continue to receive free training this year. It is clear that the central government supports higher medical colleges to provide targeted free five-year undergraduate medical students to township health centers in the central and western regions, with a total of 6150 students majoring in clinical medicine, traditional Chinese medicine, Mongolian medicine, and Uyghur medicine. The targeted enrollment plan for free undergraduate medical students supported by the central government is separately listed in the undergraduate level enrollment source plan of relevant schools, and the nature of the plan is "national free medical students". Simply put, the "National Free Medical Students" program has three main characteristics. One is to only recruit rural students, and first recruit rural students from the county where the job placement unit is located. When the student source is insufficient, then target other rural students in the province. The second is to implement order based training, where targeted training and employment agreements are signed upon admission. The third is to implement a single list of volunteers, a single batch, and a separate line, allowing early admission of undergraduate students in batches, giving rural students an additional opportunity to choose. From these three points of view, this enrollment plan is undoubtedly a significant benefit for rural students. They can choose whether to apply for the enrollment plan based on their own situation. If they apply but are not admitted, it will not affect the admission of other batches of volunteers. And with the implementation of this plan, more medical students are moving towards the grassroots frontline in the central and western regions, becoming an important human capital support for the development of rural healthcare. To fully leverage this plan, it is necessary to further strengthen the management of the training process for free medical students, improve the treatment of grassroots medical personnel, and ensure that these "national free medical students" can survive, stay, and develop well, blooming more exciting life experiences. In China's existing college entrance examination enrollment plans, there are those with the term "free". In addition to the "National Free Medical Students" plan, there is also the previous "Free Normal Students" plan. In 2018, the term "free teacher training students" was renamed as "public funded teacher training students", and the service period for fulfilling teaching obligations was correspondingly reduced. From "free" to "public funded", although there is only a word difference, it has to some extent changed the perception of candidates and the public towards the plan, dispelling the bias of some people who mistakenly believe that the plan is for impoverished students to choose to apply. The author believes that although the "National Free Medical Students" program is explicitly aimed at recruiting students from rural areas, it may also be considered to be renamed as the "Public Medical Students" program in a timely manner to enhance the attractiveness of the program. At the same time, it is also beneficial for candidates to establish correct application thinking and guide students who are truly interested in medicine and aspire to serve the rural medical industry to apply for this program. Order training is a training method for delivering talents to urgently needed units and positions, which helps to solve the problem of "supply and demand split". However, this training method may also result in students not working hard due to the characteristics of "planned training, planned employment". To avoid this issue, it is necessary to strengthen the process management and evaluation of students' learning situation. In terms of the cultivation of "National Free Medical Students", universities undertaking this plan should strictly adhere to the training standards, and employment units that students sign up for should also participate in the training process, focusing more on the quality control of the medical student training process, rather than just focusing on enrollment and admission. Through strict process management and evaluation
