The report of the Twentieth National Congress of the Communist Party of China put forward: "Accelerate the construction of a powerful agricultural country, and solidly promote the revitalization of rural industries, talents, culture, ecology, and organizations." The cultural industry is an important path to achieve the integrated development of cultural revitalization and industrial revitalization, an important exploration to achieve the goal of "driving the countryside with cities and promoting each other in urban and rural areas" during the transformation from "rural China" to "urban and rural China", and an important measure to comprehensively promote rural revitalization by revitalizing rural resources. From traditional villages and agricultural relics to traditional folk customs and intangible cultural heritage techniques, rural areas in China contain rich cultural resources, providing important support for the development of rural cultural industries. At the same time, the diversification of consumer demand among urban residents, the increasing improvement of rural infrastructure, and the rapid development of digital platforms have provided opportunities to activate the dormant cultural resources in rural areas. However, the development of rural cultural industry faces many challenges. For example, the "hollowing out" of rural areas leads to the lack of rural cultural subjects and faces difficulties in inheritance; The foundation of rural cultural industry is weak, the market development is immature, there is a lack of innovation, and problems such as product singularity urgently need to be solved. The rural cultural industry is creative intensive, talent intensive, and capital intensive. Characteristics, talents, and capital are key variables that affect the development of rural cultural industries. At the same time, the rural cultural industry is an important path for the integrated development of urban and rural areas, the integration of rural industries, and the realization of common prosperity. The degree of Internet access and industrial operation mode are also important factors that affect the quality of the development of rural cultural industry. Therefore, the empowerment of cultural industries in rural revitalization should adhere to the basic principles of cultural guidance, industry driven, farmer participation, government guidance, market operation, scientific planning, and distinctive development. Specifically, firstly, it is necessary to fully tap into the characteristics of rural culture, adhere to the focus of "one township, one product, and one village, one specialty", and eliminate monotonous and simple replication. This requires a top-level design for the development of rural cultural industries in the region. The second is to formulate a "dual attraction" policy for talent and capital, which should actively attract talents, attach importance to attracting investment, and strive to cultivate local cultural talents and cultural enterprises. The third is to improve rural digital infrastructure, enhance rural residents' digital literacy and skills, and expand the radiation range of rural cultural market through digital platforms. Efforts should be made not only to "introduce" potential consumers outside of rural areas, but also to lead rural cultural products and services "out". Fourthly, we need to explore the development model of rural cultural industries such as "enterprises+farmers" to ensure that the dividends of cultural industry development can be shared by rural residents. In addition, the development of rural cultural industry should also focus on enriching the spiritual and cultural life of farmers, actively guiding rural customs towards beauty and goodness, and striving to shape a good humanistic environment. The rural cultural industry is an important lever to stimulate the endogenous development momentum of rural areas, consolidate the achievements of poverty alleviation, and meet the growing cultural life needs of the people. It is an important content and strong support for comprehensively promoting rural revitalization in the new era. Developing the rural cultural industry well will provide inexhaustible driving force for rural revitalization.
