2023-05-09

On the 8th, the reporter learned from a press conference jointly held by the Development and Reform Commission of Shenzhen, Guangdong Province and the Shenzhen Power Supply Bureau of China Southern Power Grid (hereinafter referred to as the Shenzhen Power Supply Bureau) to optimize the electricity consumption and business environment that this year's electricity consumption and business environment reform in Shenzhen is themed with "six exemptions" for electricity consumption and green development of Pengcheng ", Further optimize the services of "no documentation, no application, no approval, no investment, no running, no power outage", and comprehensively highlight the "digital intelligence element", "green element", and "economic element". This year is the sixth consecutive year that Shenzhen has launched measures to reform the electricity business environment. This reform involves a total of 20 key measures, including facilitating the operation of electricity, government enterprise linkage, precise services, reducing costs and increasing efficiency, green transformation, and reliable power supply. In recent years, our businesses such as smart phone batteries and electric vehicle batteries have gradually grown, with an annual electricity load growth rate of over 20%. The requirements for power quality are becoming higher and higher. "Zhang Shuaiheng, General Manager of the Construction Project Department of Xinwangda Electronics Co., Ltd., said that on March 15th this year, the Shenzhen Power Supply Bureau electrified the industrial park 15 days in advance, which won more time for production equipment to enter the site for debugging and achieve mass production. Industrial upgrading requires even more acceleration from the "electricity pioneers". Digitalization is the only way to create a high-quality first-class electricity business environment. We fully leverage the multiplier effect of digital government and digital power grid, and proactively meet the needs of high-quality enterprises to settle down, "said Li Minhong, Director, General Manager, and Deputy Secretary of the Party Committee of Shenzhen Power Supply Bureau. It is reported that Shenzhen Power Supply Bureau has teamed up with the government to build a government enterprise electricity and energy sharing service platform. After the approval of major projects in the city, power supply personnel directly obtain government data through the platform, achieving "early planning, early construction, early construction, and early power transmission" and "four early" services. In 2023, the bureau continued to provide online electricity management and advanced agency services for 841 major projects in the city. As of now, it has delivered electricity to 42 major projects in advance, with a total capacity of over 510000 kVA. This year, the "Digital Intelligence Office for Electricity" has made further efforts, and the Shenzhen Power Supply Bureau will promote the "Four Morning" service, which is entrusted in advance, from major projects to all high-voltage installation enterprises. There is no need for enterprises to follow up on government administrative approval matters, allowing enterprises to be exempt from documents, applications, and approvals. After taking the lead in achieving the transformation of industrial parks nationwide from "one park, one meter" to "one enterprise, one meter", Shenzhen Power Supply Bureau will also release the park's "electricity acquisition" index to further help terminal enterprises reduce electricity costs. As a major theme of this year's electricity business environment reform, "Green Dynamic Pengcheng" reflects Shenzhen's leap and upgrading from "using electricity and making good use of electricity" to "using green electricity". Shenzhen Power Supply Bureau will establish a Shenzhen Green Power Certification Service Center to meet the needs of enterprises for purchasing, using, querying, and certifying green power certificates, and to assist export-oriented enterprises in enhancing their international competitiveness.
