Hong Kong and Macao youth can enjoy multiple subsidies for entrepreneurship in Shenzhen

Recently, the reporter learned from the Shenzhen Human Resources and Social Security Bureau that in order to fully implement the "Outline of the Development Plan for the Guangdong Hong Kong Macao Greater Bay Area" and support the integration of Hong Kong Macao youth into the development of the Guangdong Hong Kong Macao Greater Bay Area, the Shenzhen Human Resources Security Bureau, the Municipal Finance Bureau, the Shenzhen Taxation Bureau, and the Shenzhen Hong Kong Macao Office have jointly formulated the "Implementation Rules for Further Supporting Hong Kong Macao Youth Employment and Entrepreneurship in Shenzhen" (hereinafter referred to as the "Rules"), which has been officially implemented. The "Detailed Rules" propose the implementation of the "Greater Bay Area Workplace Mentor Plan", supporting the city and district in recruiting a group of Hong Kong and Macao nationals with mainland workplace experience and life experience as workplace mentors, and providing services such as internships, job recommendations, and career development guidance for Hong Kong and Macao youth who are interested in employment and entrepreneurship in Shenzhen. The "Detailed Rules" specify multiple subsidies to support the employment of Hong Kong and Macao youth in Shenzhen, including social insurance subsidies, grassroots employment subsidies, employment internship subsidies, living subsidies for the Greater Bay Area Youth Employment Plan, vocational skills training subsidies, job search and entrepreneurship subsidies, and subsidies for individual income tax differences. The "Detailed Rules" propose the establishment of a green channel for international talent title evaluation, the implementation of direct recognition of overseas vocational skill certificates, and the improvement of cross-border cooperation mechanisms for social insurance services, fully supporting the employment of young people in Hong Kong and Macao. Regarding the support for Hong Kong and Macao youth entrepreneurship, the "Detailed Rules" indicate that eligible Hong Kong and Macao youth entrepreneurship can apply for projects such as one-time start-up enterprise subsidies, social insurance premium subsidies, rental subsidies, entrepreneurship promotion and employment subsidies, entrepreneurship incubation subsidies, entrepreneurship training subsidies, entrepreneurship guarantee loans and interest discounts, municipal Hong Kong and Macao youth innovation and entrepreneurship base subsidies, and Hong Kong and Macao project landing supporting subsidies. Among them, young people from Hong Kong and Macao who have been paying social insurance premiums in their start-up enterprises for more than 6 months can apply for a one-time start-up subsidy of 10000 yuan per person. Young people from Hong Kong and Macao who have insufficient self raised funds to establish enterprises in Shenzhen can apply for entrepreneurship guarantee loans. The maximum amount of personal entrepreneurship guarantee loan shall not exceed 600000 yuan; Partnership businesses can implement "bundled" loans with a maximum of 600000 yuan per person and a maximum total loan amount of 3 million yuan; The maximum loan limit for small and micro enterprises shall not exceed 5 million yuan. Entrepreneurship guarantee loans enjoy financial interest subsidy support. In addition, the "Detailed Rules" propose that municipal and district human resources departments can introduce Hong Kong and Macao service institutions through government procurement of services in public employment service institutions, ordinary higher education institutions, social organizations, Hong Kong and Macao Youth Innovation and Entrepreneurship Bases and other carriers, to provide employment and entrepreneurship services for Hong Kong and Macao youth who are willing or have already studied and worked in this city.
