The construction of medical consortia must not cancel traditional Chinese medicine hospitals in disguised form

The National Administration of Traditional Chinese Medicine and other three departments recently issued a notice requiring that hospitals of traditional Chinese medicine should not be cancelled or merged in disguised form during the construction of the medical consortium. A county-level administrative region without a traditional Chinese medicine medical institution should establish one county-level traditional Chinese medicine medical institution organized by the government. As of now, about 12.86% of county-level administrative regions (excluding municipal districts) in China have not established county-level traditional Chinese medicine medical institutions, of which about half are poverty alleviation counties and former deep poverty counties, greatly limiting the supply of traditional Chinese medicine services. Governments at or above the county level should incorporate the construction of traditional Chinese medicine medical institutions into the planning of medical institution establishment, establish appropriately sized traditional Chinese medicine medical institutions, and support the development of medical institutions with traditional Chinese medicine characteristics and advantages. It is not allowed to cancel or merge traditional Chinese medicine hospitals in disguised form, change their functional positioning, and weaken traditional Chinese medicine hospitals for various reasons in the construction process of medical consortia and other types of construction. County-level administrative regions (excluding municipal districts) that have not established traditional Chinese medicine medical institutions should establish one county-level traditional Chinese medicine medical institution organized by the government, taking into account factors such as serving population and service radius, transportation conditions, and medical needs, and giving priority to setting up county-level traditional Chinese medicine hospitals. The National Administration of Traditional Chinese Medicine encourages various regions to strengthen the establishment of county-level traditional Chinese medicine hospitals by changing the types of medical institutions, changing affiliations, and undergoing economic transformation, based on existing medical institutions. If the conditions for setting up a traditional Chinese medicine hospital are not available at the moment, a county-level traditional Chinese medicine outpatient department can be established.
