Hong Kong Announces Proposal for Improving Regional Governance

The Chief Executive of the Hong Kong Special Administrative Region, Li Jiachao, held a press conference on the 2nd to announce proposals for improving regional governance. Li Jiachao emphasized the need to fully implement the principle of "patriots governing Hong Kong", so that the district council can return to the right track and original intention of serving and benefiting citizens. Li Jiachao stated that the proposed plan for improving regional governance should follow three guiding principles: national security must be given priority, and the "one country, two systems" policy should be comprehensively, accurately, and steadfastly implemented; Fully implement the principle of "patriots governing Hong Kong"; Fully reflect administrative leadership. He introduced that this review mainly includes two main parts: optimizing the functions of district councils and reforming their composition, in order to bring order to the system; Improve the regional governance structure and enhance the effectiveness of regional governance. In terms of reshaping the district council, Li Jiachao introduced that the total number of district councilors for the seventh district council will be 470, which is equivalent to the current number of 479 district councilors for the sixth district council. The new District Council consists of appointed members, members elected by district committee constituencies, and members elected by district council constituencies, with a ratio of approximately 4:4:2; There are also 27 ex officio members. Individuals who aspire to serve areas can participate in the work of district councils through various channels. Li Jiachao stated that in order to ensure national security and fully implement the principle of "patriots governing Hong Kong", the district council will introduce a qualification review system. Regardless of the channel used, to become a district councilor, one must confirm their qualifications through a qualification review mechanism. Regarding the functions of the District Council, Li Jiachao stated that the District Council needs to return to its position as a non political advisory organization under Article 97 of the Basic Law of Hong Kong and depoliticize it. The SAR government will optimize the advisory and service functions of district councils. The reshaped district council will play the role of coordinating with the SAR government, assisting the SAR government in controlling the pulse of the region, and enabling the SAR government to plan regional services more effectively; At the same time, we will assist in rallying the hearts of the people, seeking public support for the SAR government, and providing consultation and referral services for residents in the district. Li Jiachao also pointed out that the SAR government will introduce a system of monitoring the performance of district councilors to ensure that they fulfill their due responsibilities, including investigating district councilors whose behavior does not meet public expectations and providing appropriate treatment based on their severity. In terms of strengthening the regional governance structure, Li Jiachao introduced that he will strengthen the high-level leadership and coordination efforts of the Special Administrative Region Government in regional governance work. The relevant measures include the establishment of a "Regional Governance Leadership Committee", chaired by the Secretary for Administration of the Special Administrative Region Government, to lead the overall strategy, policies, and measures of regional governance; The "Regional Affairs Coordination Working Group" now chaired by the Deputy Secretary for Administration will be repositioned and renamed as the "Regional Governance Task Force" to coordinate and direct the regional work of various policy bureaus and departments, and replace the original "Local Administrative Supervision Committee". Li Jiachao said that the "Black Storm" in 2019 and the Hong Kong version of the "Color Revolution" were warning bells for Hong Kong.
