Dai Bing said that recently, the Libyan National Congress and the Supreme National Council announced the establishment of the "6+6" Joint Committee and held meetings to discuss issues such as the constitutional basis for elections. The United Nations Secretary General's Special Representative for Libya, Abdullah Batili, has had extensive communication with all parties in Libya. Egypt and other regional countries have made significant efforts to carry out mediation and mediation. In the current situation, breaking the political deadlock is a consensus among all parties, and joint efforts should be formed to achieve this. On the basis of previous efforts, all parties in Libya should continue to engage in dialogue, resolve differences, and create conditions for holding elections as soon as possible. The international community should adhere to the principle of "people oriented and people owned", cater to the reasonable concerns of all parties in Libya, provide constructive assistance for the political process in Libya, and avoid imposing solutions from outside. Dai Bing said that under the leadership of Batili, the Libyan "5+5" Joint Military Commission has held multiple meetings, and all parties have actively discussed the establishment of a unified security institution. Libya and neighboring countries have also agreed to establish a coordination mechanism, which China welcomes. Meanwhile, there are still armed conflicts and security incidents occurring within Libya. All parties should fulfill their ceasefire commitments, strengthen coordination in the evacuation of external armed forces and mercenaries, ensure a balanced and orderly evacuation, and avoid negative impacts on Libya's domestic stability and regional security. Dai Bing said that in recent times, Libyan oil exports have recovered and the development momentum has increased. All parties in Libya should move towards promoting the overall development of the country and make more efforts in financial management, public services, and improving people's livelihoods. The international community should actively participate in the reconstruction of Libya and provide more support for its economic recovery and development. At the same time, all parties in Libya need to eliminate political interference, negotiate and resolve differences in the management and income distribution of the oil industry, and ensure that the Libyan oil industry continues to be managed by its own country, with more oil revenue benefiting its own people. The Libyan government has long been concerned about the loss of frozen assets, and the Security Council and the Libyan sanctions committee should attach great importance to this and take practical measures.
