High school education: "Meeting friends through alliances", and more importantly, "Promoting education through alliances"

Recently, according to media reports, the "Nine Schools Development Community for Outstanding High Schools in China in the New Era" jointly sponsored by nine high schools in China was established. This community, known as the "High School Version C9 Alliance" in the industry, includes Hebei Hengshui Middle School, Jinan Licheng Second Middle School, Hunan Normal University Affiliated Middle School, Fudan University Affiliated Middle School, and others. These high schools have their own characteristics, some of them famous for the Olympic Games and some for their educational reform. Is it a strong alliance or a cohesive exploration? How far can the alliance go? The establishment of the "High School Edition C9 Alliance" continues to trigger social discussion. In 2022, China's high school gross enrollment rate reached 91.6%. As the most important connecting link between the preceding and the following, high school education has moved from a stage of basic popularization to a period of diversified development. Needless to say, for a long time, China's high school education has a strong color of exam oriented education, and "cramming" knowledge output is still common. Many high schools lack characteristic arrangements in teaching concepts and curriculum construction. How to meet the diverse learning needs of students and promote their all-round development through innovation in curriculum models and teaching management has become a necessary question for the high-quality development of high school education. Objectively speaking, the establishment of the "High School Edition C9 Alliance" indeed provides a solution for reversing the current situation of "One Thousand Schools, One Side", that is, to play a positive role in discussing educational methods, establishing typical model demonstrations, and developing high-quality teaching content. Its establishment also bears people's expectations: in the deep water period of the transition from ordinary high school education to new education, it will build an open innovation platform, gather benchmark sample experience, innovate basic teaching and research programs, and play a supporting role in the early cultivation of top innovative talents and high-quality development of ordinary high school education. It is worth noting that compared to mature university alliances such as the China Nine University Alliance (C9), the Russell University Alliance (RG) of the United Kingdom, and the American University Alliance (AAU), the development of the "High School Version C9 Alliance" has only taken the first step, and it remains to be seen what substantive changes it will bring to high school education. On the one hand, the uneven distribution of high-quality education resources in high school is prominent, and regional differences in resource allocation are gradually expanding. Although the "High School Edition C9 Alliance" has established cross regional alliances, its enrollment is almost exclusively local, with few cross regional and cross county and city students. Therefore, it has little significant boosting effect in solving the problem of uneven resource allocation, but may further consolidate the already strong advantageous position of these high schools in different regions, and will not bring about the coordinated development of cross regional education and the enhancement of local radiation of high-quality educational resources. On the other hand, the characteristics centered on the enrollment rate are very prominent in the evaluation system of high school education. The "C9 Alliance for High School Edition" is not a school with excellent enrollment rate and quality. According to statistics, the "High School C9 Alliance" will send over 400 students to Tsinghua University and Peking University in 2022. "Alliance" high schools concentrate a large number of outstanding students and teachers, which will cause pressure on the living space of other schools, and deviate from the overall demand for balanced, diverse, and symbiotic education.
