China's position on political settlement of the Ukrainian crisis

1、 Respect the sovereignty of all countries. Recognized international law, including the purposes and principles of the United Nations Charter, should be strictly observed, and the sovereignty, independence and territorial integrity of all countries should be effectively guaranteed. All countries, regardless of size, strength, wealth and wealth, are equal. All parties should jointly uphold the basic norms of international relations and safeguard international fairness and justice. International law should be applied equally and uniformly, and no double standards should be adopted. 2、 Discard the Cold War mentality. The security of one country cannot be guaranteed at the expense of the security of other countries, and regional security cannot be guaranteed by strengthening or even expanding military blocs. The legitimate security interests and concerns of all countries should be taken seriously and properly addressed. There is no simple solution to complex problems. We should adhere to the concept of common, comprehensive, cooperative and sustainable security, focus on the long-term stability of the world, promote the construction of a balanced, effective and sustainable European security architecture, oppose the establishment of national security on the basis of insecurity in other countries, prevent the formation of camp confrontation, and jointly safeguard peace and stability in the Eurasian continent. 3、 Cease fire and stop the war. There is no winner in the conflict war. All parties should maintain rationality and restraint, do not pour oil into the fire, do not aggravate conflicts, avoid further deterioration or even runaway of the Ukrainian crisis, support Russia and Ukraine to move towards each other, resume direct dialogue as soon as possible, gradually promote the situation to be downgraded and eased, and finally reach a comprehensive ceasefire. 4、 Start peace talks. Dialogue and negotiation are the only feasible way to solve the crisis in Ukraine. All efforts conducive to the peaceful settlement of the crisis should be encouraged and supported. The international community should adhere to the right direction of persuading peace and promoting negotiations, help the parties to the conflict to open the door to a political settlement of the crisis as soon as possible, and create conditions and provide a platform for the resumption of negotiations. China is willing to continue to play a constructive role in this regard. 5、 Solve the humanitarian crisis. All initiatives conducive to alleviating the humanitarian crisis should be encouraged and supported. Humanitarian action must abide by the principles of neutrality and impartiality and prevent politicization of humanitarian issues. We will effectively protect the safety of civilians and establish humanitarian corridors for the evacuation of civilians from the war zone. We will increase humanitarian assistance to relevant regions, improve the humanitarian situation, provide fast, safe and accessible humanitarian access, and prevent a larger humanitarian crisis. Support the United Nations to play a coordinating role in humanitarian assistance to conflict areas. 6、 Protection of civilians and prisoners of war. The parties to the conflict should strictly abide by international humanitarian law, avoid attacking civilians and civilian facilities, protect women, children and other victims of the conflict, and respect the basic rights of prisoners of war. China supports the exchange of prisoners of war between Russia and Ukraine, and all parties should create more favorable conditions for this purpose. 7、 Maintain the safety of nuclear power plant. Oppose armed attacks on peaceful nuclear facilities such as nuclear power plants. Calls on all parties to abide by international laws such as the Nuclear Safety Convention and resolutely avoid man-made nuclear accidents. Support the International Atomic Energy Agency to play a constructive role in promoting the safety and security of peaceful nuclear facilities. 8、 Reduce strategic risks. Nuclear weapons cannot be used and nuclear war cannot be fought. The use or threat of use of nuclear weapons should be opposed. Prevent nuclear proliferation and avoid a nuclear crisis. We oppose the development and use of biological and chemical weapons by any country under any circumstances. 9、 We will ensure the export of grain. All parties should implement the Black Sea food transport agreement signed by Russia, Türkiye, Ukraine and the United Nations in a balanced, comprehensive and effective manner, and support the United Nations to play an important role in this regard.
