RD investment has increased rapidly, and the investment intensity will increase from 1.91% in 2012 to 2.55% in 2022, which is higher than the average level of EU countries. At the same time, China's basic research funds have increased steadily. In 2022, the basic research funds will reach 195.1 billion yuan, 3.9 times that of 2012. The proportion of basic research funds in RD funds is 6.32%, which is stable at more than 6%. At the same time, the monitoring shows that in terms of scientific and technological talents, the total number of RD personnel in China will be 5.72 million person-years in 2021, 1.8 times the number in 2012, ranking the first in the world. The number of R&D personnel per 10000 employees increased from 43 in 2012 to 77 in 2021. The number of Chinese mainland scientists selected as the world's top cited scientists increased from 111 in 2014 to 1169 in 2022, and the world's top scientific and technological talents accelerated to emerge. From the perspective of scientific and technological innovation output, China's number of highly cited articles in 2021 was 42920, ranking the second in the world, 5.4 times that of 2012, accounting for 24.8% of the world, 17.5 percentage points higher than that of 2012. The number of invention patents per 10000 people increased from 3.2 in 2012 to 19.1 in 2021. The level of patent internationalization continues to improve. The number of PCT patent applications increased from 19000 in 2012 to 69600 in 2021, ranking the first in the world for three consecutive years. In 2021, the turnover of technology contracts reached 3729.4 billion yuan, 5.8 times that of 2012. The monitoring shows that the dominant position of Chinese enterprises in innovation has been strengthened. In 2021, the number of technological innovation enterprises in industries above designated size will reach 209 thousand, accounting for 47.4% of all industrial enterprises, 15.7 percentage points higher than that in 2016, and the overall innovation activity has been close to the average level of the EU. The proportion of enterprise RD funds in the total social RD funds has reached 76.9%, and the position of innovation main body has been further consolidated. The number of high-tech enterprises increased from 49000 in 2012 to 330000 in 2021. In 2021, China's 683 enterprises entered the global R&D investment list of the top 2500, and a number of innovative enterprises with international influence have grown up in the fields of UAV, e-commerce, cloud computing, artificial intelligence, mobile communications and other fields. It is reported that China proposed to establish a national innovation survey system in 2012, which is an institutional arrangement for comprehensive monitoring and evaluation of national innovation capacity based on scientific and normative statistical survey, including statistical survey of innovation activities, monitoring and evaluation of innovation capacity. Under the leadership of the Ministry of Science and Technology and the National Bureau of Statistics, a work coordination mechanism including 18 departments was established for overall implementation.
