Unqualified products and substandard quality will undoubtedly bring hidden dangers to the subsequent use of electric bicycles. It is not just the quality defects in the production process. In some places, the sale, maintenance, modification, parking, charging, use and recycling of electric bicycles also have many potential safety hazards. If any link goes wrong, it may cause safety accidents. At present, there are more than 300 million electric bicycles in China. How to manage electric bicycles and ensure the safety of people's lives and property is a matter of concern to the whole society. The supervision responsibilities of electric bicycles are distributed among various departments, so it is particularly important to strengthen safety management and work synergy. In August last year, the Security Committee of the State Council issued the "Key Tasks and Division of Work Plan for Strengthening the Safety Supervision of the Whole Chain of Electric Bicycles", which required that, according to the principles of "the industry must be responsible for safety, the business must be responsible for safety, and the production and operation must be responsible for safety" and "the person in charge who takes the lead, the person who takes the lead, and the person who is close to the person who takes the lead", we should pay attention to the safety supervision responsibility of the whole chain, and make great efforts to solve the quality of electric bicycles Outstanding problems in circulation and sales, traffic order, parking and charging, dismantling and recycling, etc. At present, many places have successively issued relevant regulations on the management of electric bicycles, which provides strong support for strengthening supervision and law enforcement. Beijing has adopted online and offline integrated governance, carried out the "one car, one pool, one code" pilot of electric bicycles, and filed product information and relevant parameters in time for the convenience of other departments to trace and verify in the future. Practice has proved that implementing the responsibility of safety supervision and improving the working mechanism of inter-departmental network verification and information notification is a key. Managing electric bicycles is a systematic project. The governance exploration in various regions has further improved the effectiveness of electric bicycle safety governance.
