Continuously improving the contribution rate of science and technology to economic growth will help to enhance the vitality of science and technology innovation, realize high-quality interactive development of science and technology and economy, provide services for effectively improving people's lives, and make people feel more happy. Since the 18th National Congress of the Communist Party of China, Beijing has made continuous efforts around the construction of the "four centers" and comprehensively implemented a series of major measures for scientific and technological innovation. The contribution rate of scientific and technological innovation to the capital's economic growth has exceeded 60%, with remarkable results. First of all, from the perspective of investment in scientific and technological innovation, with the continuous implementation and improvement of Beijing's innovation support, the research and experimental development (RD) funds and investment intensity of the whole society have been further strengthened. The total amount of investment in 2021 will be 262.93 billion yuan, an increase of 77.1% over 2016, injecting strong vitality into Beijing's innovation and development. Secondly, from the perspective of scientific and technological innovation output, with the continuous implementation and improvement of Beijing's innovation incentive policies, the enterprise's R&D motivation continues to strengthen, and the innovation advantages of key industries and key industries are highlighted. From 2016 to 2021, the number of invention patents per 10000 people increased from 76.8 to 185. Thirdly, from the perspective of the contribution of scientific and technological innovation to economic growth, the productive service industries represented by finance, education, information services, and modern logistics account for half of the total economic volume of Beijing, with obvious advantages in the development level of high-end and high-end industries. In addition, Beijing's scientific and technological innovation capacity and level have been significantly improved. Beijing has ranked first in the international scientific and technological innovation center. The world ranking of the scientific and technological innovation index has risen from 7th in 2017 to 3rd in 2022. The comprehensive strength of global cities has risen steadily. According to the China Urban Science and Technology Innovation Development Report, in 2022, Beijing ranked first in the science and technology innovation development index. The construction process of the science and technology innovation center was significantly accelerated, and the innovation-driven high-quality development trend of Beijing was more obvious. These fully prove that efforts to improve the contribution rate of science and technology to economic growth is the top priority to achieve high-quality economic and social development. The development of scientific and technological innovation in Beijing and its impact on economic growth are remarkable, but there are still some shortcomings and some key problems. The first is the lack of attraction for key core technology and scientific and creative talents. The lack of investment in the construction of the soft environment in terms of salary, medical care, insurance and other aspects of key core technology innovation talents, and the inadequate supporting facilities, as well as the administrative and performance-based scientific research environment, all restrict the attraction of scientific and technological innovation talents and the efficiency of later scientific research. Secondly, the breadth and depth of international exchanges are not enough, the coverage of international exchanges on scientific and technological innovation in Beijing is insufficient, the lack of overseas branches and the lack of interaction with overseas scientific research institutions restrict the breadth and depth of international exchanges on scientific and technological innovation.
