Accelerate the pace of digital rural construction

2023-02-20

Many countries and regions in the world have faced various challenges due to the rapid advancement of urbanization, and the digital technology revolution has brought new changes to agricultural development and rural governance. Digital technologies represented by mobile internet, big data, cloud computing, Internet of Things and artificial intelligence are booming, creating unprecedented opportunities for the transformation and upgrading of traditional agriculture and the modernization of rural governance. It has become a world trend to integrate digital technology into all aspects of agricultural industry development and use digital technology to serve rural development and governance. Some countries and regions started early in the practice of digital rural construction and smart agriculture, and formed development models and paths with reference value. These countries and regions actively promote the application of digital technology in agricultural production and operation, and develop agricultural industrialization models that integrate the whole process of production, processing and sales terminals. For example, Australia actively uses big data technology to serve the development of modern agriculture. Through comprehensive data collection, advanced technical means and accurate data analysis and utilization platform, it realizes intelligent control, accurate operation and scientific management of agricultural production. Israel has adopted digital technology to build an agricultural production training platform, which will make agricultural cutting-edge technologies, market changes and other information available to agricultural operators in real time, help farmers grasp market information in a timely manner, and help them improve agricultural production skills. They also actively promote data sharing in agricultural development and promote the development of smart agriculture and green agriculture. For example, the European Union launched the EU Code of Conduct for Agricultural Data Sharing in 2018, and issued the "European Data Strategy" in 2020 to propose a plan for sharing and acquiring data related to agricultural production, and accurately guide the agricultural production process of farms of different sizes by opening two satellite systems and building the FaST open source data platform. Japan attaches great importance to the digitization of agricultural products transactions. Since 1997, it has gradually carried out digital transformation of agricultural markets in various regions and established a complete market information service system. In addition, it is also a common practice in these countries and regions to promote the popularization of rural information infrastructure construction, improve the quality of rural public services and improve the modern and civilized living standards of farmers. For example, France has widely promoted the construction of rural digital infrastructure through the government funding mode, and built an online education platform using wireless and Internet technologies; Implement the development strategy of "let schools enter the digital era", promote the provision of digital teaching technology in schools, promote the sharing of educational resources, and facilitate the communication between teachers and students scattered in rural areas, especially in remote areas; Through the Rural Family Alliance, the smart village construction project was carried out to provide local farmers with Internet and digital technology training. In recent years, China has attached great importance to the construction of digital villages. In 2018, the No. 1 central document of the Central Government first proposed to implement the "digital village strategy", and in 2020, the national digital village pilot project will be launched. In addition, policy documents such as the Outline of Digital Rural Development Strategy and the Action Plan for Digital Rural Development (2022-2025) were also issued. By June 2022, the number of rural Internet users in China has reached 293 million; The construction of rural Internet infrastructure will be fully covered to achieve "5G access to counties and broadband access to villages"; Digital technology in agricultural production and rural governance
