New materials refer to new materials with excellent properties and special functions, or materials with significantly improved properties and new functions after improvement of traditional materials. Accelerating the cultivation and development of the new material industry is of great significance for leading the upgrading of the material industry, accelerating the development of strategic emerging industries, and promoting the transformation and upgrading of traditional industries. For example, as a typical resource-based city, Sanmenxia in Henan Province has good resources and industrial technology advantages in developing new metal materials industry. The upstream and downstream of the new material industry are closely connected, with many links, high technical complexity and strong dependence on policies. It is worth noting that the development mode of China's new material industry is still extensive, still in the initial stage of scale expansion, with weak independent innovation capacity, and some key technologies and core processes of the industry are subject to human control.
