Recently, the Notice of the General Office of the People's Government of Anhui Province on Printing and Distributing the Implementation Plan for Promoting the Construction of the Basic Pension Service System in Anhui Province (hereinafter referred to as the Implementation Plan) was officially issued. The Implementation Plan puts forward five key tasks and 17 specific measures to promote the construction of basic old-age service system in Anhui Province. First, improve and implement the list of basic elderly care services. Put forward three measures, including clarifying the objects of basic old-age care services, improving the list of basic old-age care services, and implementing the dynamic adjustment mechanism of the list. The second is to establish an accurate service initiative response mechanism. Four measures were put forward, including the establishment of a statistical investigation system for basic elderly care services, the establishment of a comprehensive assessment system for the ability of the elderly, the establishment of an active discovery mechanism, and the strengthening of care services for special elderly. Third, improve the basic old-age service security mechanism. Four measures were proposed to promote the establishment of a multi-level long-term care security system, strengthen financial security, strengthen talent team construction, and implement preferential support policies. Fourth, improve the supply capacity of basic old-age services. Put forward four measures to promote the construction of elderly care service facilities, give play to the basic role of public elderly care institutions, promote the high-quality development of public elderly care institutions, and cultivate high-quality market players. Fifth, improve the accessibility of basic old-age services. Two measures were proposed to develop home-based community elderly care services and promote the construction of barrier-free environment.
